国际工程项目SHE管理体系研究

【摘要】:自全国人大九届三次会议上“走出去”战略正式提出以来,“走出去”战略为更多的中资企业提供了广阔的国际市场和发展空间,同时,中资企业也面临了国际市场竞争规则带来的严峻挑战。中资企业面临的挑战之一就是如何用国际认可的项目管理方式运作国际工程项目,尤其在职业健康、安全与环境管理方面,如何从管理理念、管理方法、管理体系上符合国际惯例,获得国际业主和行业领域的认可,成为中资企业需要解决的一个问题。本文从介绍国外先进的SHE管理理论、管理标准和管理方法的入手,在学习借鉴海因里希事故因果连锁理论等国外先进成熟的SHE管理理论和美国杜邦、英荷壳牌等国际知名企业成熟的SHE管理模式的基础上,研究中资企业在SHE管理上落后于发达国家的原因和差距,本文认为中资企业为在激烈的国际市场竞争中占有一席之地而低价中标,但追逐利润、思维理念的差异等原因导致中资企业在国际工程项目SHE管理方面的发展无法跟上其“走出去”业务扩展的步伐。为此,本文特别研究分析了中资企业在实施国际工程项目时SHE管理存在的主要问题,通过选取不同类型的国际工程项目的SHE管理问题和分析说明中资企业的国际工程项目出现的各类SHE管理问题引发的事件或案例,跨地域、跨行业地举例说明中资企业国际工程项目存在的问题和共性,深入分析中资企业SHE管理落后的本质原因。在此基础上,本文提出了以国际标准OHSAS18001和IS014001为依据,构建出适宜中资企业国际工程项目运行的包括管理手册(SHE管理方针、目标、方案、计划)和程序文件的一套完整的职业健康、安全与环境管理体系,同时,为确保管理体系的有效运行和持续改进,本文在进行体系策划时采用科学的过程方法PDCA循环来确保管理体系的有效运行,并详细介绍了通过内部审核和管理评审等方法来验证国际工程项目的SHE管理体系的有效性,从而确保整个SHE管理体系符合性、有效性和持续改进。国际工程项目SHE管理体系的建立对中资企业在国际舞台的表现上有积极的促进作用,意义深远。
[Abstract]:Since the "going out" strategy was formally put forward at the third session of the Ninth National people's Congress, the "going out" strategy has provided more Chinese enterprises with broad international market and development space. At the same time, Chinese enterprises are also facing severe challenges brought by competition rules in the international market. One of the challenges faced by Chinese enterprises is how to operate international engineering projects in an internationally recognized project management mode, especially in occupational health. In terms of safety and environmental management, how to meet international practice in terms of management concepts, management methods and management systems, and obtain recognition from international owners and industries, This paper introduces the advanced SHE management theory, management standards and management methods. On the basis of studying and drawing lessons from Heinrich accident causality chain theory and foreign advanced and mature SHE management theory and the mature SHE management model of American DuPont, Anglo-Dutch Shell and other international well-known enterprises, This paper studies the reason and gap that Chinese enterprises lag behind developed countries in the management of SHE. This paper argues that Chinese enterprises win the bid at low prices in order to occupy a place in the fierce international market competition, but chase profits. Because of the difference of thinking concepts, the development of SHE management in international engineering projects can not keep up with the development of Chinese enterprises'"going out" business expansion. This paper studies and analyzes the main problems existing in the SHE management of Chinese enterprises in the implementation of international engineering projects. By selecting the SHE management problems of different types of international engineering projects and analyzing the events or cases caused by various kinds of SHE management problems in the international engineering projects of Chinese enterprises, This paper illustrates the problems and commonness of international engineering projects with Chinese enterprises, and analyzes the essential reasons for the backward management of SHE in Chinese enterprises. On the basis of this, this paper puts forward the basis of international standard OHSAS18001 and IS014001. To construct a complete set of occupational health, safety and environmental management systems that are suitable for the operation of international engineering projects with Chinese enterprises, including the management manual, the management guidelines, objectives, programs, plans, and procedures, and at the same time, In order to ensure the effective operation and continuous improvement of the management system, this paper adopts the scientific process method PDCA cycle to ensure the effective operation of the management system. This paper also introduces in detail how to verify the validity of SHE management system of international engineering projects through internal audit and management review, so as to ensure the conformity of the whole SHE management system. The establishment of SHE management system for international engineering projects has a positive effect on the performance of Chinese enterprises on the international stage and has far-reaching significance.
