电网工程业主项目部管理能力评价及提升对策

【摘要】:电网工程业主项目部是电网工程项目管理的重要形式,对电网工程成功建设具有十分重要的作用。随着第三次工业革命的到来,电网工程所处的内外部环境都在发生变革,如电网工程的建设规模、技术复杂度、资金密集性、参与主体等等。因而,为了更好的适应电网工程建设发展的需要,需要对业主项目部开展相关研究,努力实现电网工程业主项目部管理能力的提升。本文首先对业主项目部管理模式的国内外的相关研究现状进行总结分析,结合电网工程的特点,对电网建设工程业主项目部管理模式进行了深入思考。介绍了业主项目部的概念、功能、组织机构设置,通过对业主项目部主要管理工作的提炼分析。运用专家法、文献法以及小组会议法等对电网工程业主项目部管理能力18项影响因素进行了梳理,运用解释结构模型法对影响因素进行了层次结构分解,对各因素的作用途径进行了分析。在以上研究的基础上,对直接影响业主项目部管理能力提升的4项因素,对照业主项目职责,按照SMART原则,构建了包含业主项目部标准化建设、业主项目部重点工作、工作开展效果三个方面16项三级指标的业主项目部管理能力评价指标体系,并对各指标进行了定义说明。结合指标体系的特点,运用层次分析法对评价指标权重进行了计算,并根据电网工程业主项目部管理能力评价工作的实际需要,设计制定了业主项目部管理能力标准化评价表。最后,以白马湖110千伏项目业主项目部的管理能力评价为例对标准化评价表的内容进行实证,分析业主项目部管理存在的主观及客观原因,提出了九项对策建议。由于电网基建工程推行“三通一标”,不同业主项目部工作的可比性大大增强,本文研究为今后开展电网工程业主项目部管理能力综合评价及能力提升工作提供了参考。
[Abstract]:The owner project department of power grid project is an important form of power grid project management, which plays a very important role in the successful construction of power grid engineering. With the arrival of the third industrial revolution, the internal and external environment of power grid engineering is changing. For example, the scale of power grid construction, technical complexity, capital density, participants and so on. Therefore, in order to better meet the needs of the development of power grid engineering, it is necessary to carry out relevant research on the owner's project department. First of all, this paper summarizes and analyzes the domestic and foreign related research status of owner project management mode, combining with the characteristics of power grid engineering. The management mode of owner project department of power grid construction project is deeply considered. The concept, function, organization and organization of owner project department are introduced. Through refining and analyzing the main management work of owner project department, the expert method is used. The literature method and the group meeting method are used to sort out the 18 factors affecting the management ability of the project department of the power grid project owner, and the analytic structure model method is used to decompose the influencing factors. On the basis of the above research, four factors that directly affect the management ability of the owner project department are analyzed. According to the principle of SMART, The evaluation index system of the management ability of the owner project department is constructed, which includes the standardization construction of the owner project department, the key work of the owner project department, the 16 three-level indexes of the work development effect, and the evaluation index system of the management ability of the owner project department. Combined with the characteristics of the index system, the weight of the evaluation index is calculated by using the analytic hierarchy process (AHP), and according to the actual needs of the evaluation work of the management ability of the project department of the owner of the power grid project, Finally, taking the evaluation of the management ability of the project owner of the Bai Ma Lake 110 kV project as an example, the contents of the standardized evaluation table are demonstrated. This paper analyzes the subjective and objective reasons for the management of the owner's project department, and puts forward nine countermeasures and suggestions. Due to the implementation of the "three links and one Standard" in the power network infrastructure project, the comparability of the work of the different owners' project departments is greatly enhanced. The research in this paper provides a reference for the comprehensive evaluation and upgrading of the management ability of the project department of power grid project owners in the future.
