基于三维GIS的电力配网设施管理研究

【摘要】:随着电力网络的快速建设与发展,电力设施的规模大、多样性、复杂性,供电企业使用传统的管理技术与方法已无法快速、准确、全面地掌握电网设施运行的数据与信息。采用平面二维方式建立的电力设施管理信息系统,不能直观、准确、实时地对配网设施的位置、状态、运行的信息进行有效地管理。因此,采用三维Geographic Information System(下称三维GIS)技术建立电力配网设施管理信息系统,实现对电力设施的精细化管理十分迫切和必要。很多学者采用信息管理技术研究提高配网设施管理能力与水平,研究结果表明三维GIS管理技术对提高配网设施精细化管理有明显的成效。该管理技术对电网及电网设施的一体化的描述、配网管理有明显优势,但研究成果关于IT管理技术应用实施的过程描述较少。因此,有必要建立一个理论框架,对三维GIS信息技术和配网设施管理如何结合进行探讨,本文是以某电网公司的三维GIS的应用实践为研究背景,解决电力配网设施现场管理与实施中的关键问题。本文采用理论与实证研究相结合的方法,融入生产管理中的精细化的思想,从信息化的角度解决生产管理的问题。同时借鉴了电力企业信息化、电力配网管理、GIS应用研究、项目管理、工程实施管理、信息系统实施等理论及相关的研究,将视角深入到三维GIS与配网管理结合实施的每个细节,展示信息化建设与配网设施管理的融合过程,从而实现管理精细化的目标。本文从信息系统的过程建设来探讨三维信息技术与配网管理的融合,以解决配网管理中的问题,实证以XX公司的三维GIS系统建设为例。主要研究以下几个方面的内容:(1)通过背景及现状,分析配网设施管理存在的问题,提出了通过三维GIS技术手段解决问题;(2)深入分析配网设施管理的现状,信息化管理的现状,揭示新技术实施的必要性;(3)通过方案设计与管理分析展示信息技术与配网设施管理融合的过程;(4)通过实例分析,论证方案设计的有效性,信息技术与配网设施管理的融合可得到实现。本文的创新之处,是通过对三维GIS配网管理系统建设方案的设计分析,立体化展示信息技术与管理的结合,解决了电力设施管理存在的问题。本文所研究的内容对电力配网信息化具有指导性的作用,对进一步完善电力配网管理具有一定的参考意义。
[Abstract]:With the rapid construction and development of power network, the scale of power facilities is large, diversity and complexity, power supply enterprises can not use traditional management technology and methods quickly and accurately. To master the data and information of power network facilities operation in an all-round way. The power facilities management information system based on two-dimensional plane method can not be directly, accurately and realtime for the location and status of distribution network facilities. Therefore, using 3D Geographic Information system (3D GIS) technology to establish power distribution network facility management information system, It is very urgent and necessary to realize the fine management of electric power facilities. Many scholars use information management technology to improve the management ability and level of distribution network facilities. The research results show that 3D GIS management technology has obvious effect on improving the fine management of distribution network facilities. This management technology has obvious advantages in describing the integration of power network and power network facilities, and the distribution network management has obvious advantages. However, the research results about the process of IT management technology application are less described. Therefore, it is necessary to establish a theoretical framework to discuss how to combine 3D GIS information technology and distribution network facilities management. This paper is based on the application practice of 3D GIS in a power grid company to solve the key problems in the field management and implementation of power distribution network facilities. Integrating the fine thought of production management, solving the problem of production management from the angle of informationization. At the same time, drawing lessons from the information of electric power enterprise, electric power distribution network management, GIS application research, project management, project implementation management, The information system implementation theory and related research, will go deep into the perspective of three-dimensional GIS and distribution network management of the implementation of each detail, showing the integration of information construction and distribution network facilities management process, In order to achieve the goal of fine management, this paper discusses the integration of 3D information technology and distribution network management from the process of information system construction, in order to solve the problems in distribution network management. Taking XX Company's three-dimensional GIS system construction as an example, this paper mainly studies the following aspects: 1) through the background and current situation, analyzes the existing problems of distribution network facilities management. In this paper, the author puts forward a thorough analysis of the present situation of distribution network facility management and information management by using 3D GIS technology to solve the problem. This paper reveals the necessity of the implementation of new technology and demonstrates the process of integration of information technology and distribution network facilities management through scheme design and management analysis. The integration of information technology and distribution network facilities management can be realized. The innovation of this paper is to display the combination of information technology and management through the design and analysis of the construction scheme of 3D GIS distribution network management system. The research in this paper has a guiding effect on the information of power distribution network and has certain reference significance to further improve the management of power distribution network.
