白银元丰粮油市场项目风险管理研究

【摘要】：起源于发达国家的总承包模式经过近百年的发展与研究,已形成一套完整的理论研究体系。随着中国经济社会的高速发展,业主对建筑服务的综合性和全面性要求越来越高,承发包模式以其高效的管理效率而逐渐形成规模。20世纪末开始,我国建筑行业的管理制度开展了全方面的改良革新,并取得了巨大的成效。我国经济社会的飞速发展催生了大量的大型投资项目,工程项目越来越趋于复杂化,建设项目的管理也越来越趋于专业化,管理方式逐步从设计、采购、施工分别招标过渡为设计、采购、施工一体化的EPC工程总承包模式。EPC工程总承包模式为业主委托总承包商承担设计、设备及材料的采购、工程施工及试运行全面的工作任务的工程承包模式。对于工程总承包商来说,对项目质量、项目日期及工程成本的控制仅仅是其获得利润的前提。在满足业主的项目预期目标要求下,总承包商在设计、采购、施工中占据主导地位,通过有效的项目管理,协调各部分工作的实施,总承包商能够获得较好的利益。然而,总承包商在项目过程中承担了项目的质量问题、安全问题、工期问题中的绝大部分的风险,风险管理与控制意识成为总承包商能否从项目中获益的决定性因素。本文在对EPC工程总承包模式的发展与特征及分析EPC模式与传统承包模式的区别的基础上,结合风险管理的特点,分析白银元丰粮油市场项目的风险的特征,从设计、采购、施工及协调管理四个方面进行风险管理规划、风险识别、风险评价、风险应对的分析然后,利用模糊综合评价,结合层次分析法,构建该项目的风险评价模型,计算得出该项目黄中风险因素所占的比重,由此作为风险应对的指导性指标。通过本文的研究,加深国内投资者对于EPC工程总承包模式的理解,提高对于风险管理与控制意识的认识水平,从而促进我国EPC工程总承包模式及相关总承包商的的发展,加强我国在国际大型投资工程上的竞争力。
[Abstract]:After nearly 100 years of development and research, the general contracting model originated from developed countries has formed a complete theoretical research system. With the rapid development of China's economy and society, the owners' demand for comprehensive and comprehensive construction services is becoming higher and higher. With its efficient management efficiency, the contracting mode has gradually formed scale. Since the end of the 20th century, the management system of China's construction industry has been reformed in all aspects. The rapid development of our country's economy and society has given birth to a large number of large-scale investment projects. The engineering projects are becoming more and more complicated, and the management of construction projects is becoming more and more specialized. The transition of construction bidding into design, procurement and construction integration of EPC project general contracting mode for the owner to entrust the contractor to undertake the procurement of design, equipment and materials, For the general contractor of the project, for the quality of the project, The control of the project date and the cost of the project is only a prerequisite for its profit. In order to meet the expected objectives of the project, the general contractor plays a leading role in the design, procurement and construction, and through effective project management, To coordinate the implementation of the various parts of the work, the general contractor can obtain better benefits. However, the general contractor bears most of the risks in the quality, safety and duration of the project during the process of the project. The awareness of risk management and control has become the decisive factor of whether the general contractor can benefit from the project. This paper analyzes the development and characteristics of the general contracting mode of EPC project and analyzes the difference between the EPC model and the traditional contracting mode. According to the characteristics of risk management, this paper analyzes the risk characteristics of Baiyin Yuanfeng grain and oil market, analyzes the risk management planning, risk identification, risk evaluation and risk response from four aspects of design, procurement, construction and coordination management. By using fuzzy comprehensive evaluation and AHP, the risk assessment model of the project is constructed, and the proportion of risk factors in the project is calculated, which is regarded as the guiding index of risk response. In order to promote the development of the general contracting mode and the related general contractor of EPC project in China, the understanding of the general contracting mode of EPC project and the awareness of risk management and control should be enhanced by deepening the understanding of domestic investors. Strengthen the competitiveness of our country in large international investment projects.
