政府投资建设项目中代建单位的绩效评价研究

【摘要】：代建制是政府投资项目所采用的一种全新的管理模式,有效地解决了原先政府投资项目管理模式中存在的弊端与问题。目前我国的代建制发展还处于起步阶段,在推进和发展过程中遇到很多的问题,不利于代建市场的发展,对代建单位的绩效影响较大。如何客观地对代建单位的绩效进行评价,提高代建单位的绩效水平是建设行业参与者所密切关注的问题。论文研究了绩效评价相关理论的发展情况,结合代建市场的发展现状,通过专家综合打分法确定相关绩效评价的指标,运用层次分析法确定各指标的具体权重,构建标杆式—层次分析绩效评价模型,对照业界标杆企业的绩效,对某代建单位进行实证研究。论文提出,评价代建单位的绩效,要从多元化的角度进行考虑。不仅仅要从代建单位的代建业绩、财务绩效和经营绩效考虑,也要适当得从社会责任角度和利益相关者角度进行考虑,这样才能较为客观地、全面地对代建单位的整体绩效进行评价。正确评价代建代建单位绩效,有利于明确代建单位提高自身绩效的方向,有利于建设单位从优选择代建单位,也有利于推动代建市场的完善和成熟。
[Abstract]:Agent system is a new management mode adopted by government investment projects, which effectively solves the drawbacks and problems existing in the original government investment project management mode. At present, the development of agent system in our country is still in its infancy. In the process of promotion and development, there are many problems, which are not conducive to the development of the agency construction market, and have a great impact on the performance of the agency. Improving the performance level of agency construction units is a problem that participants in the construction industry pay close attention to. This paper studies the development of relevant theories of performance evaluation, combined with the current situation of the development of agency construction market. Through the expert comprehensive scoring method to determine the relevant indicators of performance evaluation, using AHP to determine the specific weight of each index, to build benchmarking-AHP performance evaluation model, compared with the performance of benchmarking enterprises in the industry. The paper puts forward that the evaluation of the performance of the agency should be considered from the perspective of diversification, not only from the agency performance, financial performance and management performance. It should also be considered from the perspective of social responsibility and stakeholders, so that the overall performance of the agency can be evaluated objectively and comprehensively. It is beneficial to make clear the direction of improving the performance of the agent construction unit, to select the agent construction unit from the best, and to promote the perfection and maturity of the agent construction market.
