【摘要】：福建芹山水电站是穆阳溪梯级开发的“龙头”电站,按《公司法》组建的闽东水电开发有限公司是项目的法人单位。工程全面实行项目法人负责制、招投标制和建设监理制,采取“小公司、大监理”的管理模式,即建设单位主要负责筹资,合同管理,外部条件及参建单位间的协调,进度、质量、投资的宏观控制;专业配套齐全、成建制的监理负责承包合同范围内的进度、质量、费用控制,以及协调和现场管理。通过参建各方的共同努力,施工、监理、设计、业主之间关系和谐,保证了工程的顺利进展,1999年12月23日1号机组并网成功,2号机在12月底进行了空载试运行
