BOQ计价方式下电力行业工程服务类合同管理系统研究

【摘要】:电力供应关系着国计民生,而电力工程(变电站、线路等)是电网稳定运行的重要保障。全国各省电网公司一直在不断扩大规模进行电网建设和改造,提高供电服务水平。在这种情形下,加强电力工程建设管理也愈发显得重要,而工程服务类合同(即设计、施工和监理合同,下同)作为工程项目管理最基本的保障,如何提高和加强工程服务类合同管理水平,这正是本文的着手点和出发点。 本文重点对其业务内容进行了重新梳理,并基于梳理的内容,对工程服务类合同管理信息系统开展了分析、设计、实现和测试。 在系统分析阶段:(1)提出了BOQ计价方式下的总体业务框架,工程量清单(BOQ)对服务类合同管理形成了全方位的支撑。(2)在总体框架下,结合电力行业工程服务类合同特点,对工程服务类合同管理内容进行了详细的划分。(3)给出了BOQ计价方式下的业务流程重组方案,并利用改进后的模糊综合评价方法,对重组后流程进行了量化的评价分析。 在系统设计阶段:给出了BOQ计价方式下的系统总体设计方案,将工程量清单(BOQ)与服务类合同相关功能进行了充分的结合。系统总体设计方案包括三部分:(1)系统总体架构及系统集成方案;(2)系统功能模块划分;(3)涵盖8个数据表的系统数据库设计方案。 在系统实现与测试阶段:依据系统设计方案,进行了系统实现,并设计了38个测试用例进行测试。 总体来说,本文从相关基本理论研究入手,在系统逻辑分析、业务流程分析、系统设计等方面对电力行业工程服务类合同管理系统进行深入研究。
[Abstract]:The power supply is related to the national economy and the people's livelihood, and the electric power engineering (substation, line, etc.) is an important guarantee for the stable operation of the power grid. In this case, it is more and more important to strengthen the management of electric power engineering construction, and the contract of engineering service (i.e. design, construction and supervision contract, the same as the following) is the most basic guarantee of project management. How to improve and strengthen the management level of engineering service contract is the starting point and starting point of this paper. This paper focuses on the re-combing of its business content, and based on the combing content, the paper analyzes, designs, implements and tests the project service contract management information system. In the system analysis stage: 1) put forward the overall business framework under the BOQ pricing mode, the bill of quantities (BOQ) has formed the omnidirectional support to the service type contract management. (2) under the overall frame, unifies the electric power profession engineering service type contract characteristic, In this paper, the management contents of engineering service contract are divided into three parts in detail. The project of business process reengineering under BOQ pricing mode is given, and the quantitative evaluation and analysis of the reengineering process is carried out by using the improved fuzzy comprehensive evaluation method. In the system design phase, the overall design scheme of the system under the BOQ pricing mode is given. The system overall design scheme includes three parts: 1) the overall architecture of the system and the system integration scheme 2) the system function modules are divided into 8 data tables. System database design scheme. In the phase of system implementation and testing, the system is implemented according to the system design scheme, and 38 test cases are designed for testing. In general, this paper starts with the relevant basic theory research, in the system logic analysis, the business process analysis, the system design and so on, carries on the thorough research to the electric power industry engineering service type contract management system.
