重大建设工程项目设计-施工总承包风险管理的研究

【摘要】:设计-施工总承包(Design-Build,以下简称DB)是将建设工程项目的工程设计与施工一起招标,由中标的总包人总承包管理工程的设计和施工的一种建设工程管理模式。建设工程DB管理模式的推广和实施,可以更好的促进设计单位与施工单位联系紧密,充分提高设计单位与施工单位的协作能力,同时能有效避免设计与施工脱节问题,更有利于资源的合理分配、有效控制工程造价、保证设计与施工质量,因此DB模式能更好的适用于重大建设工程项目建设实施。随着我国越来越多的重大建设工程项目的建设实施,DB模式会迎来一个高峰期的发展,DB模式风险管理的研究也会对我国工程建设的规范管理、投资控制起到有益的促进作用。现今我国的总承包一般采用工程施工总承包模式,较少采用DB模式,因此对DB模式的研究和实施过程中遇到不少问题。本论文从建设方角度出发,结合重大建设工程项目的特点,对重大建设工程项目的设计-施工总承包风险管理进行研究。本文主要进行的工作如下:(1)分析了方案设计/初步设计/施工图设计—施工总模式的各自特点,并分析了不同DB模式适合何种工程项目。由于我国的DB模式主要采用的是施工图-施工总承包模式,因此本文着重探讨施工图-施工总承包模式中的风险管理。(2)在对DB模式实施过程中的风险进行研究时,采用改进的模糊综合评价法和局部变权的综合模式,提出使用变权层次分析法和熵权法相结合的方式确定综合权重,调整在使用层次分析法时容易出现的偏差,采用主观权重和客观权重相结合的方式,使结果更加有效。同时构建了重大建设工程项目风险管理分析的体系。(3)结合长沙市营盘路湘江隧道的实际情况,针对在DB模式实施过程中的风险,进行评价分析。对DB模式中建设方的整个项目风险进行定性,根据分析结果使用ABC分析法、风险矩阵法对各风险进行排序、定性判断,以确定建设方实施DB模式时应重点关注的风险。(4)以长沙市营盘路湘江隧道风险分析的结果为依据,采用WBS法对风险进行分解、细化后,对长沙市重大建设工程项目各参加方进行风险管理调研,提出了长沙市重大建设工程项目采用DB模式的风险管理措施体系。论文研究成果为指导长沙市营盘路湘江隧道建设过程中的管理提供了技术支持,对完善重大建设工程项目风险管理体系,提高重大建设工程项目管理水平,提供了有益的参考。
[Abstract]:Design-Build (hereinafter referred to as DBD) is a tender for the design and construction of construction projects. A management mode of construction engineering, which is designed and constructed by the general contractor who has won the bid. The promotion and implementation of DB management mode of construction project can better promote the close connection between the design unit and the construction unit. It can fully improve the cooperation ability between the design unit and the construction unit, at the same time, it can effectively avoid the problem of design and construction disconnection, which is more advantageous to the rational distribution of resources, effectively control the project cost, and ensure the design and construction quality. So DB model can be better applied to the implementation of major construction projects. With more and more major construction projects in China, the DB model will usher in a peak period of development risk management model research. It will also regulate the management of engineering construction in China. Investment control plays a beneficial role in promoting. Nowadays, the general contracting mode of engineering construction is generally adopted in our country, and the DB model is less used. Therefore, there are many problems in the research and implementation of DB model. The main work of this paper is as follows: 1) analyzing the characteristics of the scheme design / preliminary design / construction drawing design-construction master mode. This paper also analyzes which engineering projects are suitable for different DB models. Since the DB model in our country mainly adopts the construction drawing-construction general contracting mode, Therefore, this paper focuses on the risk management in the construction drawing-construction general contracting mode. When studying the risk in the implementation of DB model, it adopts the improved fuzzy comprehensive evaluation method and the local variable weight comprehensive model. The method of combining variable weight analytic hierarchy process with entropy weight method is put forward to determine the comprehensive weight, to adjust the deviation that is easy to appear in the use of AHP, to adopt the combination of subjective weight and objective weight, and to adopt the method of combining subjective weight with objective weight. To make the results more effective. At the same time, a risk management analysis system for major construction projects is constructed. (3) combined with the actual situation of Xiangjiang Tunnel in Yingpanlu, Changsha, aiming at the risks in the implementation of DB model, Qualitative analysis of the whole project risk in DB model, according to the results of the analysis using ABC analysis, risk matrix method to sort the risks, qualitative judgment, Based on the risk analysis results of Xiangjiang Tunnel in Yingpanlu, Changsha City, WBS method is used to decompose and refine the risk. To investigate and investigate the risk management of the participants in major construction projects in Changsha, The paper puts forward the risk management system of Changsha city major construction project using DB model. The research results provide technical support for the management of Xiangjiang tunnel construction in Yingpanlu, Changsha. It provides a useful reference for perfecting the risk management system of major construction projects and improving the management level of major construction projects.
