【摘要】：自主创新是国家和地区科技创新发展的中心和核心环节,是统领一个国家和地区未来科技创新发展的战略主线,科技计划项目(为方便表述,在文中有时简称为项目)作为科技创新活动的重要载体,在促进国家和地区的科技进步、经济发展具有不可忽视的作用。科技计划项目管理的成效对科技计划行政管理部门、项目承担单位及相关的服务机构都起着十分重要的作用,建立科学高效的科技计划项目管理体系势在必行,因此对科技计划项目管理进行研究具有十分重要的意义。进入二十一世纪以来,在经济全球化和一体化趋势下,各个国家和地区的竞争形势也发生了变化,对科技创新也要素差异化转变为环境优质化的竞争。因此,在继续营造良好国际化创新环境的同时,必须更加积极提高科技计划项目的管理水平,吸引包括人才在内的各类创新资源要素是每个科技及城市管理者需要思考的问题。毫无疑问,本文是在前人工作的基础上,探索适合GZ科技计划项目管理的问题当前研究这一问题的专家学者很多,有的比较理论、有的比较宏观,对一个地级市结合实际情况来研究的较少,且研究的角度不同,结论也有所差别。本文按照:“评估对象分析→评估方法的选择→评估指标体系确定→模型的建立→评估结果分析→提出相关对策”的技术路线,从科技共同体的视角,在指标体系中加入科技共体作用的因素,在确定指标体系的过程中,也有一定科技共同体专家的体现,以期得到更符合实际的结论。除模型评估外,本研究还采取实际走访的方式,调研了相关的科技工作,从两者相结合的基础出发,以期找出GZ科技计划项目管理中存在的问题,并有针对性的提出对策建议。在指标体系的设计过程中,先设计了一个初步的体系,再征求高校、研究机构、服务机构、相关协会以及承担单位中的专家、实际科技计划项目组成员的意见,形成一个较成熟和意见较统一的指标体系。再采用德尔菲法确定相应指标的权重,以及非定量指标的打分等量化工作,在此基础上应用综合模糊评价的方法,结果定量指标,计算评估结果。以此分析GZ科技计划项目管理中存的不足,并提出相关的对策。本文形成过程中问卷调查和言谈的对象包括:高校、科研机构、服务机构、协会、项目承担、孵化器、科技园区以及创新联盟等。采用定量数据以2013年正式公布的数据为准,定性数据以本次问卷调研的结果为基础进行处理。指标体系的确定共咨询了20位专家学者、企业管理人员的意见,权重确定发放调查表50份,收回41份,确定有效的36份,有效回收率72%。打分表20份,现场调研20份,全部收回。本文在充分学习前人研究成果的基础上,采用文献分析法、社会调查法、比较分析法、层次分析法以及理论分析与实证分析相结合的方法,以层次分析法和模糊综合评价法为主,以2013年数据为准,从科技共同体角度对科技管理存在的问题进行研究,并提出相应的对策措施,为相关人员提供参考。从科技创新活动本身,以及本文研究结果来看,科学共同体总是参与科技创新、知识传播、改造世界的工作,其用也是突出和显著的,理应成为科技计划项目管理评估活动的重要力量,同样共同体内的专家学者参与科技评估,其作用也会反作用于科学共同体,科技共同体、科技工作者、科技管理部门、科技计划项目承担单位之间有着天然的,不可分割的联系。因此,从科学共同体的视角考察科技计划项目管理的评估,对做到真正的“公平公正、科学合理”,推动科学事业健康发展有一定的作用。
