商业银行应急项目管理方法研究

【摘要】:随着整个世界今年来的加速不断变化和快速前进,应急管理这个领域的发展也有加速发展的趋势。通过对国内外大量文献资料的研究和梳理,发现应急管理领域的研究需要结合和借鉴了大量其他学科的经验和总结,呈现出特殊的边界性研究状态,决策学、信息技术、行为管理学、项目管理等多学科在其中都发挥了重要的作用,使得应急管理从理论到实践的过程存在一定的难度,所以对于应急管理整体管理框架的研究就显示有其现实意义。另外,由于本身在信息技术和应急管理领域的多年项目经验,深切的感受到信息技术本身是把双刃剑,在提升生活水平的同时,诸多的潜在风险随之而生。而商业银行作为和老百姓生活息息相关的一个门户行业,这种矛盾的现象尤为明显,稍不注意紧急事件所产生的后果就会对我们的生活、银行体系和整体社会都带来影响。在这样的大背景下,“为什么要进行应急管理”已无需赘述,“如何进行应急管理”甚至是“如何更好的进行应急管理”已是迫切需求。以这样的思路为切入点,从理论研究、实践操作两个层面对我国商业银行应急管理体系进行了全面的研究,给出了整体应急项目管理体系框架。本框架由三部分组成,包括:应急项目管理核心体系、应急项目管理运行机制和应急项目管理指导体系。应急项目管理核心体系的设计从人员、流程和技术三方面进行了考虑;应急项目管理运行机制则包括了从事前、事中到事后三个阶段,以“安全运行、有效接管”为运行要求,覆盖应急管理全生命周期;应急项目管理指导体系则提供了行业规范和执行方法的有效支撑,确保整体框架符合遵从性要求和落地性能力。本文希望通过对商业银行应急项目管理的体系与操作方法的研究,形成理论框架,并且通过运行项目管理的方法对实际操作过程进行要点规范和优化,以达到法规遵从无误、体系框架完整、实施过程可控和持续改进有效的目标。
[Abstract]:With the accelerating changes and rapid progress of the whole world this year, the development of emergency management also has a trend of accelerating development.Through researching and combing a large amount of literature at home and abroad, it is found that the research in the field of emergency management needs to combine and draw lessons from the experience and summary of a large number of other disciplines, showing a special borderline research state, decision science, information technology.Behavior management, project management and other disciplines have played an important role in the process of emergency management from theory to practice, so the research on the overall management framework of emergency management has its practical significance.In addition, because of its many years of project experience in the field of information technology and emergency management, it is deeply felt that information technology itself is a double-edged sword, while raising the standard of living, a lot of potential risks come with it.Commercial banks as a portal industry closely related to the lives of ordinary people, this contradiction is particularly obvious, a little less attention to the consequences of emergencies will have an impact on our lives, the banking system and the whole society.Under such background, "why should we carry out emergency management" is no longer necessary, "how to carry out emergency management" or even "how to better carry out emergency management" is an urgent need.Taking this idea as the starting point, this paper makes a comprehensive study on the emergency management system of commercial banks in China from the two aspects of theoretical research and practical operation, and gives the framework of the overall emergency project management system.The framework consists of three parts: the core system of emergency project management, the operational mechanism of emergency project management and the guidance system of emergency project management.The design of the core system of emergency project management is considered from the aspects of personnel, process and technology, and the operational mechanism of emergency project management includes three stages: before, during and after the emergency project management, with "safe operation, effective takeover" as the operational requirement.Covering the entire life cycle of emergency management, the emergency project management guidance system provides an effective support for industry norms and implementation methods to ensure that the overall framework meets compliance requirements and landing capabilities.This paper hopes to form a theoretical framework through the study of the system and operation methods of emergency project management in commercial banks, and to standardize and optimize the actual operation process through the method of running project management, so that the regulations can be complied with correctly.Framework integrity, implementation process controllable and continuous improvement of effective objectives.
