电站汽轮机建造项目进度计划与控制

【摘要】:近年来,我国用电量增速趋缓与煤电行业产能过剩的矛盾愈加凸显,电站设备市场的竞争日趋激烈,竞争的焦点是高效、清洁、短交期的设备,给电站设备企业带来严峻挑战和新机遇。电站汽轮机制造企业旧有的以生产为核心的运作模式往往造成项目交付延期。为了快速满足用户的个性化需求,一种基于订单的制造模式——项目型制造方兴未艾,项目型制造模式对电站设备制造企业的项目进度管理提出了更高的要求。为有效管控项目进度,本文学习借鉴成熟的建筑、船舶、航天项目管理理论和方法。在回顾项目进度计划与控制理论的基础上,深入分析了电站汽轮机产品及项目组织特点,提出北重公司电站汽轮机建造项目的进度制约因素。在电站汽轮机建造项目进度计划编制中,首先按照过程和交付成果两个维度对项目进行工作结构分解,给出了项目WBS图。基于北重公司现行组织结构,搭建电站汽轮机建造平衡矩阵项目组织,绘制工作责任矩阵。根据工作逻辑和资源配置情况确定了各工作包关系,采用类比法和专家判断法确定了工作包工期,并借助软件绘制项目进度计划。围绕项目关键路径,采用从非关键工序向关键路径上调整资源的方法、调整工作关系的方法,优化项目计划,将工期缩短至目标范围内。在电站汽轮机建造项目进度控制中,分别从事前、事中两个阶段指出了具体控制措施。论述了在项目实施前要完善管理制度、优化进度控制流程、建立信息反馈机制;实施过程中要着力加强实际进度数据收集、抓好关键任务和环节,提高内外部沟通协调能力、严把项目质量关。本文基于合同订单项目,以北重公司出口泰国TPI电厂电站汽轮机建造项目为例,运用项目进度计划及控制理论,在一定资源约束条件下和时间范围内合理高效管理项目工期,不断总结电站汽轮机建造项目管理经验,将实现项目如期交付,满足用户要求,改善北重公司市场信誉。
[Abstract]:In recent years, the contradiction between the slowing down of power consumption and the overcapacity of coal and power industry has become more and more prominent. The competition in the power plant equipment market is becoming increasingly fierce. The focus of competition is efficient, clean and short-time equipment.It brings severe challenges and new opportunities to power plant equipment enterprises.The old mode of operation with production as the core in the turbine manufacturing enterprises of power station often results in the delay of project delivery.In order to meet the individual needs of users quickly, an order-based manufacturing mode, project-based manufacturing, is in the ascendant. The project-based manufacturing mode has put forward higher requirements for project schedule management of power plant equipment manufacturing enterprises.In order to manage the progress of the project effectively, this paper studies the theory and method of building, ship and spaceflight project management.On the basis of reviewing the theory of project schedule and control, the characteristics of steam turbine products and project organization in power plant are deeply analyzed, and the factors restricting the schedule of steam turbine construction project in Beizhong Company are put forward.In the preparation of the progress plan of the steam turbine construction project, the work structure of the project is decomposed according to the two dimensions of the process and the delivery result, and the WBS diagram of the project is given.Based on the current organization structure of Beizhong Company, the project organization of construction balance matrix of power plant steam turbine is set up, and the work responsibility matrix is drawn.According to the work logic and resource allocation, the relationship of each work package is determined, the work package duration is determined by analogy method and expert judgment method, and the project schedule is drawn with the help of software.Around the critical path of the project, we adopt the method of adjusting the resources from the non-critical process to the critical path, adjust the working relationship, optimize the project plan and shorten the duration of the project to the target range.In the progress control of steam turbine construction project in power station, the concrete control measures are pointed out in the two stages before the project is engaged in separately.This paper discusses the need to perfect the management system, optimize the progress control process, establish the information feedback mechanism before the implementation of the project, strengthen the collection of actual progress data, do a good job of key tasks and links, and improve the ability of internal and external communication and coordination.Strictly control the quality of the project.Based on the contract order project, the north heavy company exports the steam turbine construction project of TPI power plant in Thailand as an example. The project schedule planning and control theory is used to manage the project duration reasonably and efficiently under certain resource constraints and within a certain time range.The management experience of steam turbine construction project in power station will be continuously summarized. The project will be delivered on schedule, meet the requirements of customers, and improve the market reputation of Beizhong Company.
