大连市金州新区国库集中支付系统的设计与实现

【摘要】：随着网络技术在全世界范围的深入发展,信息技术己成为政府、企业等所有社会实体开展业务的主要手段。政府作为全社会最大的信息所有者,政务信息化已经成为国家信息化发展战略的必然趋势。当前,我国对于如何运用信息系统进行财政国库集中支付制度改革,特别是财政国库管理改革模式及其信息系统运用,还处在探索阶段,所以有必要对国库集中支付系统设计进行深入研究。本文遵照大连金州新区国库集中支付系统总体规划要求,在充分调研大连金州新区国库集中支付业务流程的基础上,运用现代软件开发和项目管理理论和方法,完成支付电子化系统的设计与实现。论文的主要工作是:1、研究金州新区国库集中支付的业务流程,按照优化后的业务流程,进行国库集中支付系统需求分析,明确了系统的功能需求,表达了国库集中支付系统的功能需求,并对非功能需求进行了简要分析。2、探讨系统的接口相关问题,以松耦合性为原则,保证国库集中支付系统的后期扩展性。3、进行国库集中支付系统的概要设计,给出了用款计划、授权支付、直接支付等子系统的时序图、类图,设计了系统的部署图、部分数据库表结构,最后提出系统实现的初步方案。系统上线后,运行稳定可靠,实现了大连金州新区国库集中支付业务支付数据的电子化入库及主要业务流程的无纸化流转,取得预期效果,并为下一步将支付电子化应用于其它业务系统做好了业务层面和技术层面准备。
[Abstract]:With the development of network technology all over the world, information technology has become the main means of government, enterprises and other social entities to carry out business.As the biggest owner of information in the whole society, government affairs informatization has become the inevitable trend of the national informatization development strategy.At present, our country is still in the exploratory stage of how to use information system to reform the centralized payment system of fiscal treasury, especially the mode of financial treasury management reform and the application of information system.So it is necessary to study the design of treasury centralized payment system.In accordance with the general planning requirements of the treasury centralized payment system of Dalian Jinzhou New District, this paper applies modern software development and project management theories and methods on the basis of a full investigation of the business process of centralized treasury payment in Dalian Jinzhou New District.Complete the design and implementation of payment electronic system.The main work of this paper is to study the business process of centralized treasury payment in Jinzhou New District. According to the optimized business process, the requirement analysis of treasury centralized payment system is carried out, and the functional requirements of the system are clarified.The functional requirements of the treasury centralized payment system are expressed, and the non-functional requirements are briefly analyzed. The interface related problems of the system are discussed, and the principle of loose coupling is taken as the principle.To ensure the expansibility of the treasury centralized payment system. 3, to design the treasury centralized payment system, and give the timing diagram, class diagram and deployment diagram of the system, such as payment plan, authorized payment, direct payment and so on.Part of the database table structure, finally put forward the system implementation of the preliminary scheme.After the system is put into line, it runs stably and reliably, realizes the electronic storage of the centralized payment data and the paperless circulation of the main business process in Jinzhou New District of Dalian, and achieves the expected results.And for the next payment electronic application in other business systems to prepare for the business level and technical level.
