中石油运输公司特种运输车辆招标采购项目管理的现状及对策

【摘要】：石油企业招标项目具有类型广、资金高、技术要求严格、投标人分布地域广等特点,招标工作中经常面对涉及因素复杂、技术要求难度高、操作繁复、耗时长、评标复杂度较高等困难。招标项目管理作为石油企业生产经营工作中极其重要的组成部分,直接关系到企业日常工作的方方面面,影响到油田企业生产的平稳运行和产量任务的完成和成本的控制。因此,研究招标项目工作业务的运行模式,特别是如运用科学有效的管理手段规范招标采购项目运营并与国际先进水平接轨,是石油企业目前针对项目管理的重要研究课题。论文在理论研究与实践结合的基础上,提出了课题研究的背景及意义;归纳总结了招标采购项目的相关理论,分析国外招标体系先进性与发展趋势,为论文后续研究奠定研究基础;以2014年中国石油运输公司特种运输车辆招标采购项目为案例研究对象,通过对项目执行的描述,对比国外先进招标模式,归纳总结项目运行中现存的突出管理问题与差距;通过思考分析并结合自身多年工作实践经验,针对现存问题与差距提出一系列符合当前国内市场发展的建设性对策与建议,提高企业自身项目管理水平,并为同类型企业乃至整个行业提供一定的研究参考价值。
[Abstract]:The bidding projects of petroleum enterprises are characterized by wide types, high capital, strict technical requirements, wide distribution of bidders, and so on. The bidding work often faces complex factors, high difficulty in technical requirements, complicated operation and long time consuming.It is difficult to evaluate bids with high complexity.Bidding project management, as an extremely important part of the production and management of oil enterprises, is directly related to all aspects of the daily work of the enterprises, and affects the smooth operation of oil field enterprises and the completion of production tasks and cost control.Therefore, it is an important research topic for petroleum enterprises to study the operation mode of bidding project work, especially to standardize the operation of bidding procurement project by scientific and effective management means and to connect with the international advanced level.Based on the combination of theoretical research and practice, the paper puts forward the background and significance of the subject research, summarizes the relevant theories of bidding and purchasing projects, and analyzes the advanced nature and development trend of foreign bidding system.The paper lays a foundation for further research, taking the 2014 China Petroleum Transportation Company special transport vehicle bidding and purchasing project as the case study object, through the description of the project implementation, compared with the foreign advanced bidding model,This paper sums up and summarizes the existing outstanding management problems and gaps in the operation of the project, through thinking, analyzing and combining with its own working experience for many years, puts forward a series of constructive countermeasures and suggestions in line with the current domestic market development, and puts forward a series of constructive countermeasures and suggestions in view of the existing problems and gaps.To improve the level of project management, and to provide a certain reference value for the same type of enterprises and the whole industry.
