制造企业研发项目管理过程及工具研究

【摘要】：制造业是国民经济的基础产业,它的发展直接影响着国民经济各部门的发展,但我国制造业大多在高成本、低效率的层次上运作,在竞争越来越激烈的全球化环境下迫切需要依靠技术创新实现转型升级。技术创新能力的提升在需要科技创新资源投入的同时,也需要企业研发项目管理水平的提升。为此,结合国家科技部创新方法工作专项项目“技术创新管理方法及精益生产集成运用工具开发与企业推广”(项目编号：2013IM030600),研究制造企业研发项目管理实施方案及工具。首先,论文在界定了研发和研发项目内涵的基础上,分析了研发项目的特点,阐述了研发项目管理模式的演变。综合考虑一般项目的管理过程和研发项目的特点,将研发项目的管理过程分为五个阶段：研发项目启动、研发项目计划、研发项目实施、研发项目控制、研发项目收尾。并进一步针对研发项目管理过程的五个阶段,分别阐述各个阶段的目标和所需要完成的具体任务。其次,将制造企业研发项目分为产品创新项目和工艺创新项目两个大类。产品创新项目分为新产品研发项目和现有产品改进项目,工艺创新项目分为了新产品工艺设计项目、生产线技术改进项目和生产组织管理创新项目三类。再次,对制造企业的五类研发项目,基于研发项目管理过程的五个阶段,分别讨论各类研发项目各个阶段的工作任务,设计相应的项目管理工具。
[Abstract]:The manufacturing industry is the basic industry of the national economy. Its development directly affects the development of all sectors of the national economy. However, most of the manufacturing industries in our country operate at the level of high cost and low efficiency.In the increasingly competitive environment of globalization, there is an urgent need to rely on technological innovation to achieve transformation and upgrading.The improvement of technological innovation ability needs the input of scientific and technological innovation resources and the improvement of enterprise R & D project management level.Therefore, combining with the special project of the Ministry of Science and Technology Ministry of Science and Technology, "Technology Innovation Management method and Lean production Integrated Application tool Development and Enterprise Promotion" (Project No.: 2013IM030600), the project implementation scheme and tools of R & D project management in manufacturing enterprises are studied.Firstly, on the basis of defining the connotation of R & D and R D project, this paper analyzes the characteristics of R D project and expounds the evolution of R D project management mode.Considering the management process of general project and the characteristics of R & D project, the management process of R & D project is divided into five stages: starting of R & D project, plan of R D project, implementation of R D project, control of R D project, end of R D project.Furthermore, the goal of each stage and the specific tasks that need to be accomplished are described respectively in view of the five stages of R & D project management process.Secondly, the R & D project of manufacturing enterprise is divided into two categories: product innovation project and process innovation project.Product innovation projects are divided into new product R & D projects and existing product improvement projects, process innovation projects are divided into new product process planning projects, production line technology improvement projects and production organization management innovation projects.Thirdly, based on the five stages of R & D project management, the task of each stage of R & D project is discussed, and the corresponding project management tools are designed for the five kinds of R & D projects in manufacturing enterprises.
