山西省某电子招标交易平台设计与实现

【摘要】:近年来,随着电子商务快速崛起,“互联网+”这种互联网思维不断的冲击传统行业的发展,招投标行业也必将尽快实现电子化的转型与变革,通过运用电子信息技术改造传统纸质招标投标形式,进一步有效规范招标投标行业“公开、公平、公正和诚实信用”秩序已然成为不可逆转且势不可挡的大趋势。本文介绍的电子招投标交易平台是在《电子招标投标办法》、《电子招标投标系统技术规范》正式施行后,严格按照法规和技术规范的要求建设,立足于招标人和招标代理机构,面向投标人,满足工程、货物、服务、政府采购、国际招标等不同类型项目需求的综合交易平台,不仅能够解决招标人和招标代理机构在项目运行过程中在不同网站重复发布公告公示导致的工作人员重复劳动和各网站信息发布时间或内容不一致的问题,还可以解决由于项目资料繁多而产生的纸质存档资料归档工作量大且不易查询等诸多项目管理实际问题,还可以实现投标人在线购买招标文件、在线下载、上传投标文件等功能,有效的提高招标投标效率并节约招投标总体成本。交易平台是SOA标准化组件构架的云平台,是开放式技术架构,具备分布式、跨平台、易扩展、高可靠性和高易用性等应用特性;通过该平台提供的技术基础服务可以保证系统具有良好的兼容性和扩展性,实现软件复用,降低软件项目风险,提高软件实施效率。云平台可以轻松实现集中部署,分户使用。不同的招标主体(招标人或招标代理机构)在云平台开设使用帐户,对自己的业务进行操作和管理,数据互不干扰、互不交叉,各自运行。目前,本交易平台已正式投用,数百个招标项目已经在平台运行,数家招标人和招标代理机构使用平台进行项目管理和开评标工作管理,平台性能稳定可靠且数据安全。虽然功能和安全性得到了各使用方的认可但本交易平台仍将在《电子招标投标交易系统检测技术规范》的指导下不断完善,做好与公共服务平台对接的准备,希望能够更好更多的为电子招投标事业做出有益的探索和实践。
[Abstract]:In recent years, with the rapid rise of electronic commerce, "Internet" this kind of Internet thinking constantly impact the development of traditional industries, bidding industry will also be electronic as soon as possible to achieve the transformation and change.Through the use of electronic information technology to transform the traditional paper bidding form, it has become an irreversible and irresistible trend to further standardize the order of "openness, fairness, impartiality and good faith" in the bidding and bidding industry.The electronic bidding trading platform introduced in this paper is built strictly in accordance with the regulations and technical specifications after the implementation of the Electronic tendering and bidding system Technical Specification, and is based on the tenderee and bidding agency.A comprehensive trading platform for bidders to meet the needs of different types of projects, such as construction, goods, services, government procurement, international bidding, etc.,Not only can the tenderer and the bidding agency solve the problems of the repeated work of the staff and the inconsistent time or content of the information release on the various websites caused by the repeated publication of public announcements on different websites during the operation of the project,It can also solve many practical problems of project management, such as the heavy workload of paper archiving and the difficulty of querying, which are caused by the variety of project data, and can also realize the bidders to purchase bidding documents online and download them online.Upload bid documents and other functions, effectively improve the efficiency of bidding and save the overall cost of bidding.Trading platform is a cloud platform of SOA standardized component architecture, which has the characteristics of distributed, cross-platform, extensible, high reliability and high usability.The technical basic services provided by the platform can guarantee the good compatibility and expansibility of the system, realize software reuse, reduce the risk of software projects, and improve the efficiency of software implementation.Cloud platform can easily achieve centralized deployment, household use.Different bidding entities (tenderers or bidding agencies) open use accounts in the cloud platform to operate and manage their own business, the data do not interfere with each other, do not cross each other, and run separately.At present, the trading platform has been formally put into use, hundreds of bidding projects have been running on the platform, several tenderers and bidding agencies use the platform to manage the project and open bid evaluation work, the platform performance is stable and reliable and data security.Although the function and security have been recognized by all the users, the trading platform will continue to be perfected under the guidance of the "Technical Specification for testing the Electronic bidding and bidding system", and be ready to dock with the public service platform.Hope to be able to better and more for the cause of electronic bidding to make useful exploration and practice.
