电网建设项目投资风险管理研究

【摘要】:随着电网建设规模不断扩大,建设过程中承受的风险因素与风险发生几率也越来越大,过去制定的风险管理措施已经不能满足电力技术的发展及工程建设的具体需要,因此制定先进及系统的风险控制措施已经成为建设中风险管理的首要任务。在电网建设工程具体施工过程中,项目管理人员多数主要应用控制型的风险管理方法,随着电网技术及电网建设标准发展越来越快,项目管理者面临的压力不断增大,难以科学评估及分析各种风险,因此通过分析电网工程建设项目面临的各种风险,并且探讨相关的应对方法已经引起了工程建设领域相关人士的高度重视。本文首先介绍研究背景与意义,对参考文献进行综合阐述,提出研究问题以及研究内容和方法等。其次阐述了风险、风险管理、电网建设项目投资风险管理相关理论基础。第三,对电网建设项目投资的特点进行了分析,并对电网建设项目的投资风险进行了识别,将电网建设投资风险分为了内部、外部以及综合风险三类,用ISM模型着重分析了投资风险因素之间的风险传递关系,给出了电网建设投资风险因素的结构关系。第四,通过对电网建设项目投资风险进行分析,提出了电网建设项目投资的风险防范方法,包括企业防范、社会防范和项目防范。据此提出电网建设项目投资风险管理的具体办法,包括项目开发阶段、建设期、运营期等各阶段风险管理。最后通过一个典型的电网建设项目进行了投资风险管理的实证研究。本研究经过研究及识别电网建设工程的风险,制定有效的风险管理措施,从而顺利处理送变电工程经常出现的各种风险管控问题,并确保风险管理措施落实到电网建设工程实施过程中,进而保证项目风险被有效控制,最终使送变电工程项目的风险管理水平不断上升。本研究以电网建设项目为切入点进行投资风险管理的研究,细化了研究对象,在研究视角上凸显新颖性。本研究还从企业、社会和项目三个层次构建了电网建设项目投资风险的防范体系,具有一定创新性,为我国其他项目投资风险管理提供有益的参考。
[Abstract]:With the continuous expansion of the scale of power grid construction, the risk factors and risk occurrence probability in the construction process are also increasing. The risk management measures formulated in the past can no longer meet the specific needs of the development of power technology and engineering construction. Therefore, the establishment of advanced and systematic risk control measures has become the primary task of risk management. In the concrete construction process of the power grid construction project, most of the project managers mainly apply the risk management method of the control type. With the rapid development of the grid technology and the construction standard of the power grid, the pressure faced by the project managers is increasing. It is difficult to assess and analyze various risks scientifically. Therefore, by analyzing the various risks faced by power grid construction projects, and exploring the relevant countermeasures, it has attracted great attention from relevant people in the field of engineering construction. Firstly, this paper introduces the background and significance of the research, gives a comprehensive description of the references, and puts forward the research problems and research contents and methods. Secondly, it expounds the theoretical basis of risk management, risk management and investment risk management of grid construction project. Thirdly, the characteristics of grid construction project investment are analyzed, and the investment risk of power grid construction project is identified. The investment risk of grid construction project is divided into three categories: internal, external and comprehensive risk. The risk transfer relationship among investment risk factors is analyzed with ISM model, and the structural relationship of investment risk factors in power grid construction is given. Fourth, through the analysis of the investment risk of the grid construction project, the paper puts forward the risk prevention methods of the grid construction project investment, including enterprise prevention, social protection and project prevention. Based on this, the paper puts forward the concrete methods of investment risk management of power grid construction project, including project development stage, construction period, operation period and so on. Finally, an empirical study on investment risk management is carried out through a typical grid construction project. After studying and identifying the risk of power grid construction project, this study makes effective risk management measures, so as to deal with all kinds of risk control problems that often occur in power transmission and transformation projects. And ensure that the risk management measures are implemented in the implementation process of power grid construction project, and then ensure that the project risk is effectively controlled, and finally, the risk management level of power transmission and transformation project is continuously rising. This research takes grid construction project as the breakthrough point to carry on the investment risk management research, has refined the research object, highlights the novelty in the research angle. This study also constructs the investment risk prevention system of grid construction project from three levels: enterprise, society and project, which is innovative and provides a useful reference for other projects investment risk management in our country.
