【摘要】：“十一五”以来,国家和各省市全面贯彻落实《国务院关于扶持和促进中医药事业发展的若干意见》精神,紧密围绕大力发展中医医疗、保健、科研、教育、产业、文化“六位一体”的总体目标,全面推进中医药事业发展,成效显著。特别是近5年来,国家不断加强对中医药发展建设资金投入力度,为中医药事业发展注入了新的活力,取得了良好的社会效益。同时,为了使国家投入资金发挥最大的作用,国家中医药管理局也加大了对中医药发展战略、行业规划、项目管理及绩效评估等中医药软科学研究方面的投入,每年在经费预算中列支专款开展相关研究,并取得了较好的研究成果,为国家制定中医药发展相关政策和领导科学决策提供了参考依据。为了进一步提高中医药软科学研究项目资金的管理水平和使用效率,对软科学研究项目的研究水平、研究质量、研究结果及产生的效益等进行监督检查与绩效评估是十分必要的。通过绩效评估可以及时发现研究项目存在的主要问题,并对问题做出准确判断,从而加以改进,使软科学研究项目达到预期目标。建立科学、完善的中医药软科学研究项目绩效评估方法理论体系,选择合理的评估方法,规范开展绩效评估工作的组织流程,为中医药软科学研究项目绩效评估工作提供指导和依据是本研究的根本目的。同时,开展中医药软科学研究项目绩效评估,也是为了进一步提高中医药软科学研究项目管理水平和效率,探索建立符合中医药软科学研究特点的项目绩效评估制度的重要手段之一。研究目的：本文通过对目前多种绩效评估方法进行综合研究、述评,以便于理解和选择具体的评估方法,对中医药软科学研究项目进行科学的绩效评估,将有限的资源更好的配置,使项目取得更好的成效；初步探索构建中医药软科学研究项目绩效评估方法论体系框架为建立中医药软科学研究项目综合评估理论体系奠定理论基础和提供技术支持,为相关政策制定和实现组织管理目标提供科学依据。研究方法：本文以软科学研究项目绩效评估方法为研究对象,结合其他领域、行业的相关研究,重点分析各类软科学研究项目的绩效评估方法,分析其优缺点及适用评估类型,总结出适合中医药软科学研究项目的绩效评估方法。研究方法主要有：文献研究法,即通过搜集和研究分析各种现存的有关文献资料,并从收集到的文献群中选取有价值的资料,并对这些资料做出恰当研究分析,获取信息,以达到研究目的的研究方法；跨学科研究法,即交叉研究法,运用多学科理论、方法和成果从整体上对研究内容进行综合研究；理论分析方法,对相关研究成果进行总结和提炼,并以此为理论基础,找到目前的研究动态；描述性研究法,即对现有的理论成果,通过自己的理解和验证,来描述和解释；实证研究法,依据现有的科学理论和实践需要,在实际项目中实证研究得到的结论是否科学。研究意义：随着我国中医药管理水平的不断提高,推动了中医药软科学研究项目的开展。就评估方法的研究现状来看,中医药软科学研究项目绩效评估要想取得大的突破和进展,研究新的评估方法不太切合实际。但是,如果能在众多现有评估方法中选择正确的、适合于中医药软科学研究项目绩效评估的方法,也是本研究拟解决的关键性问题。对评估项目而言,所选择的评估方法不同,评估的结果就有可能不同。因此,要根据中医药软科学研究项目本身的特性,对评估理论与评估方法进行认真梳理和总结,并做到具体问题具体分析,在评估实践中,遵循一定的原则,选择适合中医药软科学研究项目绩效评估的方法及建立科学的评估体系,对实现绩效的科学评估具有重要意义。本研究的成果,不仅适用于中医药发展战略、行业规划、项目管理等中医药软科学研究项目的绩效评估,同时对其他行业软科学研究项目绩效评估也有一定的借鉴作用。研究结果：通过文献研究,总结了软科学研究项目绩效评估的主要内容及特点,对软科学研究的内容从研究性质、研究的范围和层次、不同的管理目标及项目管理的全过程进行分类并总结出软科学研究项目的特点表现在其研究对象的复杂性、研究内容的多样性、研究方法的综合集成性、研究成果的非物化性和研究结论的可行性等方面。根据绩效评估的具体目标指向,如研究人员(项目负责人)、管理部门、政府部门与社会公众等,对软科学研究项目绩效评估的作用进行论述。并对软科学研究项目绩效评估的国内外研究进展做了综述,对软科学研究项目评估方法的发展历程进行概述对我国软科学研究项目评估方法的分类进行简要叙述,总结出软科学研究项目绩效评估方法选取原则；在此基础上,又对中医药科技研究项目绩效评估现状及进展研究进行了分析和总结,通过分析研究得出了中医药科研现状与存在的问题,提出了中医药科研发展现状仍存在的不足。中医药科研尚且如此,作为中医药科研一部分的中医药软科学研究及其绩效评估研究虽然取得了一定进展,但也同样存在上述问题,特别是缺乏评估标准和指标体系及相应的评估队伍及专业人才。本文认真梳理了国内外绩效评估的数十种方法,重点对国内现行的项目绩效评估方法分别从定性评估方法、定量评估方法、综合评估方法及其它评估方法四方面进行分析和述评,总结其优缺点及其在各类项目评估中的应用现状,得出各种评估方法在软科学研究项目评估中的适用性通过对国内中医药行业的绩效评估工作现状进行研究,分析了中医药软科学研究项目绩效评估的特点及绩效评估方法的特殊性,对中医药软科学研究项目绩效评估的内容、方法、方式特点进行总结；通过研究2004-2007年国家中医药管理局汇编的26个软科学项目,在参考软科学研究项目分类方法的基础上,将其划分为中医药战略与规划研究类、可行性研究类、政策研究类、咨询研究类、标准规范研究类、人才培养研究类及中医药公共卫生服务研究类等七类对各类项目研究现状和所应用评估方法做了简单归纳；对关于如何选择适用于一般的中医药软科学研究项目绩效评估方法的原则进行论述；探索研究了中医药软科学研究项目绩效评估方法论体系,将中医药软科学研究项目绩效的评估方法分为哲学层面、科学层面和技术层面等三个层次结构,这三个层次的评估方法相互作用形成了科学完善的中医药软科学研究项目绩效评估方法论体系,体现了从具体评估技术方法的实践总结到科学理论的抽象,再到哲学层次的提高的方法论全过程；通过对现有的大多数评估方法进行总结和研究,把软科学研究项目评估方法分成专家评估法、文献计量方法、数理分析方法和其他方法四个方面,并在中医药战略与规划研究、可行性研究等七类中医药软科学研究项目分类的基础上对每一类研究适用的评估方法进行分析总结；探索初步拟定了中医药软科学项目绩效评估指标体系基本框架,主要设置了4个一级指标和8个二级指标通过2012-2014年全国中医药公共卫生服务绩效评估项目和重点中医医院建设评估项目,对得到的结论进行实证分析,为实际评估项目中评估方法的选择提供参考依据;拟写了中医药软科学研究项目绩效评估方法研究的初稿,希望以后能进一步做深入的研究,建立中医药软科学研究项目综合评估方法理论体系。研究结论：通过本课题研究,我们基本理清了中医药软科学项目绩效评估的思路,并对评估的现状及进展、常用的评估方法和指标体系框架进行了探索,得到了以下结论。一是目前中医药软科学研究项目的绩效评估尚处于初级研究阶段缺乏相应的制度和规范；二是开展对中医药软科学研究项目绩效评估,是项目承担单位和管理部门的共同需求；三是正确选择评估方法是评估工作的重要技术因素。要善于总结各种评估方法的优缺点及其在各类项目评估中的应用现状,得出各种评估方法在软科学研究项目评估中的适用性四是中医药学科特点决定了中医药软科学项目绩效评估的特点。要充分认识中医药学科特点,正确选择符合中医药特色的软科学研究项目绩效评估方法和构建其评估体系;五是初步对中医药软科学研究项目进行了分类。大致将中医药软科学研究项目划分为中医药战略与规划研究类、可行性研究类、政策研究类、咨询研究类、标准规范研究类、人才培养研究类及中医药公共卫生服务研究类等七大类六是探索构建了中医药软科学研究项目绩效评估方法论体系。通过探索研究中医药软科学研究项目绩效评估方法论体系,将中医药软科学研究项目绩效的评估方法分为哲学层面、科学层面和技术层面等三个层次结构的评估方法论思想体系；七是评估指标体系的构建是开展评估工作的基础。初步探索拟定了中医药软科学项目绩效评估指标体系框架,主要设置了4个一级指标和8个二级指标;八是为实际评估项目中评估方法的选择提供参考依据。局限性及展望：按照整个评价体系中担任的不同角色与功能划分,软科学研究项目评估体系的构成要素可以划分为评价主体、评价客体、评价目标、评价指标、评价依据这五个部分,这些因素都不是独立的,彼此之间联系和影响,从而构成了有机的评价体系。软科学研究项目绩效评估是面向实践运用的,在整个软科学研究项目绩效评估过程中,绩效评估方法的选择和评估指标体系的构建是最为关键的环节和要素。本文作者由于知识面及时间限制等因素,对构建的中医药软科学研究项目绩效评估方法论和提出的评估指标体系基本框架虽然征求了部分专家意见和建议,但需进一步开展专家论证；虽然对评估指标体系进行了一些探索,但还停留在较为粗浅的阶段,还应在实践运用中得到进一步检验；对评估指标权重的确定及评价模型的建立等问题本研究涉及也较少,而这些是完善中医药软科学研究项目绩效评估体系的必要环节,有待今后继续设立专项开展研究。
[Abstract]:In order to further improve the management level and efficiency of Chinese medicine soft science research project , the State Council of Traditional Chinese Medicine ( TCM ) has made great efforts to improve the management level and efficiency of Chinese medicine development strategy , industry planning , project management and performance evaluation .
This paper studies the performance evaluation method of soft science research project , and provides scientific basis for the establishment and realization of organizational management objective . The research method mainly includes : literature research method , that is , through collecting and studying the existing relevant literature data , and selecting valuable information from the collected literature group , and making proper research and analysis on these materials to obtain the information , so as to achieve the research method ;
Cross - disciplinary research method , that is , cross - study method , applies multi - disciplinary theory , method and results to carry on comprehensive research on the research content from a whole ;
Theoretical analysis method is used to summarize and refine the relevant research results , and to find the current research dynamics based on this theory .
Descriptive research method , that is to describe and explain the existing theoretical results through its own understanding and verification ;

On the basis of this , the present situation and progress of the performance evaluation of Chinese medicine science and technology research project are analyzed and summarized .
Through the study of 26 soft - science projects compiled by the State Council of Chinese Medicine in 2004 - 2007 , it is divided into three categories : TCM strategy and planning research , feasibility study , policy research , consultation research , standard specification , talent training and Chinese medicine public health service .

It should be good at summarizing the advantages and disadvantages of various evaluation methods and their application in various project evaluations . It is concluded that the applicability of various evaluation methods in the evaluation of soft science research projects is the characteristic of the performance evaluation of Chinese medicine soft science projects .
Seven is the construction of the evaluation index system is the basis for carrying out the evaluation work . The evaluation index system frame of Chinese medicine soft science project is preliminarily explored , and four primary indexes and eight secondary indexes are mainly set ; eight are the key links and elements for the selection of the evaluation method in the project of soft science research .
Although some exploration of the evaluation index system has been carried out , it is still in a relatively shallow stage , and it should be further tested in practice .
The research on the determination of the weight of the evaluation index and the establishment of the evaluation model are relatively few , and these are necessary links to improve the performance evaluation system of the Chinese medicine soft science research project , and the special research should be continued in the future .
