多级联动信息化项目的风险管理研究

【摘要】:在全球信息一体化的当前时代,基于计算机的互联网技术已经获得了全面的应用,人们生活中的各个方面均离不开信息化应用。当前各企事业单位在这样的背景下,已经将信息系统作为了确保自身各类业务发展的支撑工具。 各企事业单位在这样的条件下,正在面临着前所未有的竞争,为了更好的实现各单位的职能,尤其是具有垂直管理特征,层级较多的大型系统型的单位,提升工作效率,改进工作模式,实现体系内信息化应用与信息化管理的项目建设已成当务之急。 然而此类大量单位通常并不熟悉信息化建设的专业知识,需要借助外部专业单位来支持,但由于外部专业单位对本单位的业务及管理流程等内容的熟悉度有限,因此增加了沟通的环节及对风险的不同理解;由于本身系统层级较多,实施此类具有多级联动特征的信息化项目,需要上下级单位间、内外部单位间按照信息化项目发展的战略目标和建设目标进行有效的配合工作,具有非常大的难度和实施风险。由于经验精力有限其结果往往是对项目风险的认识和分析不够,增加了风险管理的难度,直接影响了项目建设的质量、进度和成本目标,影响了项目的效益。 本文以某气象中心的大型信息化多级建设项目为例,结合风险控制理论和大型项目群、项目组合等项目管理理论,为这种复杂的多级联动信息化风险管理提供定性与定量的分析方法和工具,重点运用层次分析法、模糊综合评价这两种方法对项目的风险识别、风险分析、风险应对等内容进行研究,并对多级联动信息化案例的大量模糊因素进行模糊评价,实现对多级联动项目的风险评价,分析该项可能存在的风险问题,提出相应的风险应对策略,能够对项目风险做出及时和有效的风险预防及应对反应,为多级联动信息化项目风险管理提供一个科学的管理系统,为此类项目实施风险管理工作参考,从而提高此类项目的风险管理绩效。
[Abstract]:In the current era of global information integration, the computer-based Internet technology has been fully applied, and all aspects of people's life can not be separated from the application of information technology. Under this background, the information system has been regarded as the supporting tool to ensure the development of all kinds of business. Under such conditions, enterprises and institutions are facing unprecedented competition. In order to better realize the functions of various units, especially large system-type units with vertical management characteristics, the work efficiency is enhanced. It is urgent to improve the working mode and realize the project construction of information application and information management in the system. However, a large number of such units are usually not familiar with the specialized knowledge of information construction and need to be supported by external professional units. However, due to their limited familiarity with the business and management processes of their own units, As a result, communication links and different understandings of risks have been increased. Since there are more levels of their own systems, the implementation of this kind of information project with multi-level linkage characteristics needs to be carried out between the upper and lower levels. It is very difficult and risky for internal and external units to cooperate effectively with each other according to the strategic and construction objectives of information project development. Because of the limited experience and energy, the result is that the understanding and analysis of the project risk is not enough, which increases the difficulty of risk management, directly affects the quality, progress and cost target of the project construction, and affects the benefit of the project. This paper takes the large-scale multi-level information construction project of a meteorological center as an example, combining the theory of risk control and project management theory such as large project group, project portfolio, etc. This paper provides qualitative and quantitative analysis methods and tools for the complex multi-level linkage information risk management. The emphasis is on the application of AHP and fuzzy comprehensive evaluation to the risk identification and risk analysis of the project. Research on risk response, and fuzzy evaluation of a large number of fuzzy factors in the case of multi-level linkage information, realize risk evaluation of multi-level linkage project, analyze the possible risk problems, Put forward the corresponding risk response strategy, can make timely and effective risk prevention and response to the project risk, and provide a scientific management system for multi-level linkage information project risk management. To improve the risk management performance of such projects by implementing risk management reference.
