燃气工程建设管理公司项目管理流程优化研究

【摘要】：北京市燃气集团有限责任公司是城市燃气供应企业,在政府控制下行驶行政服务职能。工程建设管理公司承担着集团公司基本建设任务。随着我国城市化建设进入到快速发展的阶段,在国家法律和相应规章制度进行办理和实施的前提要求下,工程建设项目的实施进度往往不能按计划进度实现,原有内部流程已不符合现行管理要求,逐渐暴露出典型国有企业持续发展需求与落后的管理水平之间突出矛盾。为有效控制工程建设项目施工进度,逐步完善优化建管公司内部管理流程,本文以流程优化理论为基础,利用五维度分析法和三要素分析法找出公司现有核心业务管理流程,并对计划管理、工程招标管理、工程变更及资金支付流程现状说明。而后运用流程诊断分析法对上述关键流程进行问题诊断。最后结合流程优化目标与优化原则,对建管公司管理流程进行优化,对比现行流程取得优化效果。同时在优化方案的实施中,采用成立流程优化专项小组、制度修订、组织机构调整、优化宣贯、方案试运行及固化的步骤,建立了流程优化的评价体系和配套措施的保障体系。通过开展优化工作研究使建管公司内部管理流程顺畅、工程顺利实施。虽然国内外对流程优化的研究较多,但针对使用者相对比较宽泛,与建管公司的企业背景和建设特点不具备直观借鉴性。本论文力争将内容缩小到市政燃气工程建设这一特定企业中,使问题具体化,为同类企业管理流程优化积累经验,具有更强的参考性。
[Abstract]:Beijing Gas Group Co., Ltd. is a city gas supply enterprise, under the control of the government to drive the administrative service function. The project construction management company is undertaking the group company capital construction task. With the rapid development of urbanization construction in our country, under the precondition of national laws and corresponding rules and regulations, the implementation progress of engineering construction projects can not be realized according to the planned schedule. The original internal process has not been in line with the current management requirements, and gradually exposed the typical state-owned enterprises sustainable development needs and backward management level between the outstanding contradiction. In order to effectively control the construction progress of the construction project and gradually improve the internal management process of the construction and management company, this paper, based on the theory of process optimization, finds out the existing core business management process of the company by using the five-dimension analysis method and the three-factor analysis method. And to plan management, project bidding management, engineering change and fund payment process status. Then the process diagnosis method is used to diagnose the above key processes. Finally, combined with the objective and principle of process optimization, the management process of CCM is optimized, and the optimization effect is compared with the current process. At the same time, in the implementation of the optimization scheme, the steps of setting up a process optimization special group, revising the system, adjusting the organization, optimizing the publicity, the trial operation and the solidification of the scheme are adopted, and the evaluation system of the process optimization and the guarantee system of the supporting measures are established. Carry out optimization research to make the internal management process smooth, project implementation smoothly. Although there are many researches on process optimization at home and abroad, it is relatively broad for users, and has no intuitionistic reference with the enterprise background and construction characteristics of CCM. This paper tries to reduce the content to the municipal gas engineering construction in this particular enterprise, make the problem specific, and accumulate experience for the similar enterprise management process optimization, which has a stronger reference.
