电子招投标平台的研究和实现

【摘要】:随着互联网应用在我国的不断拓展,各行各业的传统作业模式和固有的商业格局被迅速改变。如今,互联网已在传统招投标行业得到广泛应用,并以此发展的电子招投标这种全新的业务形态也在逐步发展完善,极大的提高了招投标的价值。我国的招投标行业也因此迎来了全新的发展时期。 电子招标投标是指招标投标主体按照国家有关法律法规的规定,以数据电文为主要载体,运用电子化手段完成的全部或者部分招标投标活动。随着电子商务和项目管理信息化的迅速发展,招标投标行业和社会各界已经广泛和迫切地意识到,运用电子信息技术改造传统纸质招标投标形式,推行电子招标投标,是进一步有效规范招标投标公开、公平、公正和诚信秩序,转变招标投标行业发展方式,促进行业健康、科学发展的必然趋势。因此,十分需要我们对发展电子招标投标存在的问题以及应当采取的对策措施进行必要的探索研究。 电子招投标是一种比较特殊的经济行为,通过互联网信息技术按照相关的法律和法规实现传统的招投标业务流程,它的实现可以让参与招投标过程所有主体能够通过网络以一种全新的可视化和专业化的方式对项目进行管理和操作。通过网络实现协同作业,是电子招投标的本质,正是因为如此,它才电能够在提高招标和投标过程的诚信和效率方面做出贡献。 当前,要想实现传统招标投标产业的改造和升级必须对其信息化实现电子招投标。同样,对于电子招投标来说,要想获得价值的提升和得到真正的发展,就必须走发展第三方平台的路。本文正是以此形势为前提,论述电子招投标平台建设的必要性、可行性等问题;并在学习和研究了《招投标法实施条例》、《电子招投标办法》和《电子招投标系统技术规范》的基础上对电子招投标平台的建设需求经行了详细的分析;最后,论文以此为基础重点对电子招投标平台应用软件工程的的思想和方法,以及相关计算机对技术进行总体设计、详细设计等电子招投标平台的实现过程进行研究和论述。 本文对电子招投标平台整体介绍后,着重对实现电子招投标平台的基本功能的招投标流程管理子系统(项目计划--项目建档--发标--投标--开标--评标--定标--归档)进行详细的描述,包括其业务流程及实现方式等。 通过论文的分析可以看出,第三方电子招投标平台的是今后招投标信息化过程的必必然产物,本文的研究正是针对于第三方电子招投标平台,采用软件工程的思想和方法,,进行系统的初期的问题定义,可行性分析以及需求分析到最后的系统开发阶段等软件生命周期中的各个阶段的的工作,并利用面向对象的方法和技术完成系统开发阶段的各项任务,系统采用MVC设计模式实现,并通过开源框架Spring MVC作为支持,进行业程序流程的控制,从界面到业务逻辑处理再到数据库的操作,最后通过另一开源框架Hibernate实现ORM(关系对象映射)将对关系数据库的操作转换为对象的操作,用面向对象的方法实现对数据库的操作。 本文研究对象电子招投标平台已成功上线,目前处于试行阶段,相信它的逐步成熟将有助于推动电子招投标发展,但由于国内对第三方招投标平台的研究目前任然处于初级阶段,还有待提高和改进。
[Abstract]:With the continuous expansion of the Internet application in China, the traditional operation mode and the inherent business pattern of all walks of life have been rapidly changed. Nowadays, the Internet has been widely used in the traditional bidding industry, and the new form of electronic bidding, which is developed by this kind of bidding, has been gradually developed and perfected, greatly improving the price of bidding. China's bidding industry has also ushered in a new development period.
Electronic bidding is the whole or part of the tendering and bidding activities carried out by the main carrier of the data message and electronic means according to the regulations of the relevant laws and regulations of the state. With the rapid development of electronic commerce and project management information, the bidding and bidding industry and all walks of life have been widely and urgently. It is recognized that the use of electronic information technology to transform the traditional form of paper bidding and bidding is a necessary trend to further standardize the open, fair, fair and honest order of bidding, to change the development mode of the tendering and bidding industry, to promote the healthy and scientific development of the industry. Therefore, it is very necessary for us to invest in the development of electronic bidding. The existing problems and the countermeasures should be explored and studied.
Electronic bidding is a special kind of economic behavior. Through the Internet information technology, the traditional bidding business process is realized according to relevant laws and regulations. Its realization can allow all the participants participating in the bidding process to manage and operate the project through a new way of visualization and specialization. It is the essence of electronic bidding to achieve collaborative work through the network, and it is precisely because of this that it can contribute to improving the integrity and efficiency of the bidding and bidding process.
At present, in order to realize the transformation and upgrading of the traditional tendering and bidding industry, it is necessary to realize electronic bidding for its informatization. Similarly, for electronic bidding, the way to develop the third party platform must be taken to obtain the promotion and the real development of the value. This article is based on this situation, and discusses the construction of the electronic bidding platform. On the basis of the study and study of the implementation regulations of the bidding law, the method of electronic bidding and the technical specification for the electronic bidding system, the demand for the construction of the electronic bidding platform is analyzed in detail. Finally, the thesis is based on the application of the software workers of the electronic bidding platform. Cheng's ideas and methods, and related computer's overall design and detailed design of the electronic bidding platform are studied and discussed.
After the introduction of the electronic bidding platform, this paper focuses on the detailed description of the bidding process management subsystem (project plan -- project filing -- bid - bid -- bidding - bid evaluation and filing), which includes the basic functions of the electronic bidding platform, including its business flow and implementation.
Through the analysis of the paper, we can see that the third party electronic bidding platform is the inevitable product of the bidding information process in the future. The research of this paper is the idea and method of software engineering for the third party electronic bidding platform and the initial problem definition, feasibility analysis and demand analysis to the final analysis. The system development phase and other stages of the software life cycle work, and use the object-oriented method and technology to complete the tasks of the system development stage, the system is implemented by MVC design mode, and through the open source framework Spring MVC as the support, the control of the industry program flow, from the interface to the business logic processing to the number. According to the operation of the library, the operation of ORM (relational object mapping) is realized by another open source framework Hibernate, which converts the operation of the relational database into the object, and implements the operation of the database with the object oriented method.
The electronic bidding platform has been successfully launched in this paper. It is currently in the trial stage. It is believed that its gradual maturity will help to promote the development of electronic bidding. However, the research on the third party bidding platform in China is at the primary stage at present, and it still needs to be improved and changed.
