XX公司燃机工程项目供应商的管理问题研究

【摘要】:随着市场经济的发展,新能源行业近几年得到了充分的发展。在燃气轮机联合循环发电项目执行过程中,项目管理的过程贯穿整个项目执行过程,项目管理的成败直接决定了项目的成功与否。燃气轮机联合循环发电项目自2005年起国内开始建设第一套发电机组以来,至今还不到十年,虽然项目管理工作在工程项目逐渐增多的基础上开始渐渐走向成熟,但仍然不同于常规火电燃煤机组的是,燃气轮机联合循环发电项目的项目管理仍然没有形成一套完整、成熟的管理体系。本文首先引入了燃机项目执行中各方的角色关系,论述了执行项目整体的框架以及阐述了分包的标准以及通用的分包情况。作者在**公司燃机事业部合同采购及管理岗位的工作过程中,发现了现有的分包体系中会严重影响工程进度、成本以及质量的问题。本文的主要工作为分析了以下各个问题的产生因素以及产生阶段:1、设计变更以及现场施工变更问题;2、供应商数量问题;3、二次分包问题;4、业主指定分包商问题;5、分包商单位变更问题;从合同的建立供货商清单阶段到合同关闭阶段分别建立了相应的规范以避免以上问题的产生。同时,在建立合格供应商清单阶段增加了工厂及现场调研工作并且完善了各项评估体系的内容,根据新的评估体系建立了新的供应商评价准则表,在合同关闭和验收阶段,重新制订了采购质量控制流程和验收规范,对于完全符合规范的设备归入了已有的合格供应商清单中,最终使得整个采购流程能够形成一个完整、高效的循环系统。
[Abstract]:With the development of market economy, new energy industry has been fully developed in recent years. In the process of gas turbine combined cycle power generation project implementation, the process of project management runs through the whole project implementation process, the success or failure of the project management directly determines the success or failure of the project. Since the gas turbine combined cycle power generation project began to build the first set of generating units in China in 2005, it has been less than 10 years, although the project management work began to mature gradually on the basis of the increasing number of engineering projects. However, different from conventional coal-fired units, the project management of gas turbine combined cycle power generation project has not formed a complete and mature management system. This paper first introduces the roles of all parties in the implementation of a gas turbine project, discusses the overall framework of the execution of the project, and expounds the subcontracting standards and the general subcontracting situation. In the process of purchasing and managing the contract in the department of gas turbine, the author finds out that the existing subcontracting system will seriously affect the progress, cost and quality of the project. The main work of this paper is to analyze the following factors and the generation stage: 1: 1, design change and site construction change problem 2, supplier number problem 3, secondary subcontract problem 4, owner designated subcontractor problem 5, The change of contractor's unit; From the contract establishment supplier list stage to the contract closing stage, the corresponding specifications are established to avoid the above problems. At the same time, factory and site research work has been added and various evaluation systems have been improved during the establishment of the qualified supplier list. A new supplier evaluation criteria table has been established according to the new evaluation system, and during the contract closure and acceptance stages, The purchasing quality control process and acceptance criterion are reformulated, and the equipment that conforms to the standard is included in the list of qualified suppliers, which makes the whole procurement process form a complete and efficient circulatory system.
