我国田径大赛中田赛管理裁判员在执法中存在的问题

【摘要】：通过调查及专家咨询 ,对我国近年来田径大赛中田赛管理裁判员的执法水平作了初步的调查和评估。调查发现 ,目前我国的田赛管理裁判在临场裁判工作存在以下较突出的问题 :(1)对管理裁判工作的重要性认识不足 ;(2 )不熟悉本项目管理的基本方法 ;(3)管理工作能力较差 ,缺乏组织能力和协调能力。对此提出建议 :(1)提高田赛管理裁判员的素质 ;(2 )明确管理裁判员的具体职责 ,规范其工作程序 ;(3)处理好具体执法中的工作细节问题。
[Abstract]:Through investigation and expert consultation, this paper makes a preliminary investigation and evaluation on the law enforcement level of the management referees of track and field competitions in China in recent years. The survey found that At present, the referee of field match management in our country has the following outstanding problems: 1) lack of understanding of the importance of managing referee work (2) not familiar with the basic method of this project management and / or 3) poor management ability. Lack of organizational and coordination skills. This paper puts forward some suggestions: 1) to improve the quality of the referees in the field competition management and 2) to make clear the specific duties and responsibilities of the management referees, and to standardize their working procedures. 3) to deal with the details of the work in the specific law enforcement.
