项目管理过程组在G研究所修缮购置专项中的应用

【摘要】：国务院于2006年印发并实施《国家中长期科学和技术发展规划纲要(2006-2020年)》(以下简称《规划纲要》),为贯彻落实《规划纲要》,中央财政于同年设立了中央级科学事业单位修缮购置专项(以下简称修购专项),该专项是改善中央级科研单位的科研基础条件的一项重要措施。同时,为使修购专项资金落到实处,明确专项资金支持的对象、范围,制定了相应的管理办法,规范了申报程序、项目管理要求等。随着修购专项多年的实施和不断改革,其对中央级科研单位的支持作用逐步体现。修购专项对科研条件建设的投入,其管理水平决定了专项在科技事业发展中的先进性和影响力作用,以及专项实施的效果和项目资金的使用效益,因此,我们必须重视修购专项从申报、实施到验收整个过程的管理问题。本文通过对目前G研究所修缮购置专项管理的现状和实施过程中存在问题的探讨,并从修购专项的概念、特征及管理机制,以及项目管理的相关理论进行分析,将项目管理过程组应用在G研究所修购专项管理过程中,分别从修购专项的启动过程、规划过程、执行过程、控制过程和验收过程五个方面进行阐述,将项目管理的理论与方法和修购项目的实施有机结合起来,充分发挥修购专项应有的作用,节约国家资源,提高工作效率,并对今后修购专项的管理发挥借鉴作用。
[Abstract]:In 2006, the State Council issued and implemented the National Program for the Development of Science and Technology in the medium and long term (2006-2020). In order to implement the Program, the Central Government set up a central scientific undertaking list in the same year. It is an important measure to improve the basic condition of scientific research in central level. At the same time, in order to carry out the special fund, make clear the object and scope of the special fund support, formulate the corresponding management method, standardize the application procedure, the project management request and so on. With the implementation of the special project for many years and the continuous reform, its supporting function to the central scientific research units is gradually reflected. The investment in the construction of scientific research conditions is determined by the management level of the special project, which determines the advanced and influential role of the special item in the development of science and technology, as well as the effect of the special implementation and the benefit of the use of the project funds. We must pay attention to the management of the whole process from application, implementation to acceptance. This paper discusses the current situation and problems in the implementation of the repair and purchase special management in G Institute, and analyzes the concept, characteristics and management mechanism of the repair and purchase project, as well as the relevant theories of project management. The project management process group is applied to the special management process of the G research institute. It is described from five aspects: the start-up process, the planning process, the execution process, the control process and the acceptance process, respectively. This paper organically combines the theory and method of project management with the implementation of repair and purchase project, fully exerts its due role, saves national resources, improves work efficiency, and plays a referential role in the management of repair and purchase project in the future.
