工程监理企业发展项目管理服务的转型研究

【摘要】：工程监理制度自1988年提出至今,对我国建筑市场的发展起到了非常积极的作用,但随着国民经济发展和市场进一步开放,工程监理制和工程监理企业的弊端越来越明显。2003年至今国务院建设主管部门出台了一系列培育和发展工程项目管理企业的指导意见和办法,2014年又发文指出要进一步调整强制监理的范围。在强制监理的范围可能缩小、工程咨询服务将进一步市场化的情况下,工程监理企业为了继续生存就必须寻求转型发展。本文首先采用搜集和查阅企业资料与统计数据等方法,分析国内监理行业总体情况、国内监理企业业务内容和管理水平,了解国内监理行业和企业的发展现状。其次论文从市场经济、企业发展、政策推动三个方面分析了监理企业发展项目管理服务的必要性,分析目前我国建设各方主体的主要工作内容及建设单位的法律责任,明确项目管理服务的定位、概念及其与工程监理的差异性,监理企业提供项目管理服务应具有的能力。通过分析国内外优秀项目管理企业的发展现状归纳其典型特征,提出我国监理企业发展项目管理服务的具体目标。接着针对监理企业可提供的多种项目管理服务模式提出构想,并分析在不同模式下,监理企业可能承担的法律责任。最后本文针对监理企业在发展项目管理服务的转型过程中遇到的内部障碍和条件、外部障碍和条件进行分析。
[Abstract]:Engineering supervision system has played a very positive role in the development of construction market since 1988, but with the development of national economy and the further opening of the market, The disadvantages of engineering supervision system and engineering supervision enterprises are becoming more and more obvious. Since 2003, the construction department of the State Council has issued a series of guidance opinions and measures for the cultivation and development of engineering project management enterprises. In 2014, it was pointed out that we should make further progress. Adjust the scope of compulsory supervision step by step. Under the circumstances that the scope of compulsory supervision may be narrowed and the engineering consulting service will be further marketized, engineering supervision enterprises must seek transformation and development in order to survive. This paper firstly analyzes the general situation of domestic supervision industry, the business content and management level of domestic supervision enterprises by means of collecting and consulting enterprise information and statistical data, so as to understand the present situation of domestic supervision industry and enterprises. Secondly, the thesis analyzes the necessity of supervision enterprise development project management service from three aspects of market economy, enterprise development and policy promotion, and analyzes the main work content and legal responsibility of construction units. It is clear that the position of project management service, the concept and the difference between project management service and project supervision, and the ability that supervision enterprise should have to provide project management service. By analyzing the development situation of excellent project management enterprises at home and abroad, the typical characteristics of them are summarized, and the specific objectives of developing project management services for supervision enterprises in China are put forward. Then the author puts forward the conception of various project management service modes which can be provided by supervision enterprises, and analyzes the legal responsibilities that may be assumed by supervision enterprises under different modes. Finally, this paper analyzes the internal and external obstacles and conditions encountered in the process of developing project management services in supervision enterprises.
