京沪高铁京津联络线联调联试项目管理研究

【摘要】:自1997年开始,中国铁路一共进行了六次大面积的提速;2008年8月1日京津城际的开通更是领跑了世界铁路客运运营速度,达到了350km/h,从此中国高速铁路的发展成为了世界关注的焦点。但随着高速铁路走进人们的日常生活,旅客的安全正点出行成为了热点话题,高速铁路高效和安全运营的形势也面临越来越严峻的考验。联调联试是高速铁路交付运营前的最后一道关卡。把好这道关卡,对确保高速铁路的高效安全运营来说十分关键。本文基于项目管理理论知识,结合京沪高铁京津联络线联调联试项目过程中的管理经验,分别对项目进度管理、项目安全风险管理、项目质量管理进行了研究分析。通过京沪高铁京津联络线联调联试项目进度管理的研究分析,系统的梳理了项目的内容,总结并整合了项目的工作流程和阶段安排。运用动态监测的方法,合理控制项目按计划完成;通过京沪高铁京津联络线联调联试项目安全风险管理的研究分析,识别项目在时间、空间、设备、人员四个方面可能存在的安全风险,并结合联调联试项目的不同阶段评估各方面对安全的影响程度;通过京沪高铁京津联络线联调联试项目质量管理的研究分析,明确了项目质量计划目标和质量阶段计划,采取有效措施保障质量按计划实现,同时及时查找质量问题原因并有效解决。最后运用项目目标集成管理的方法,分析京沪高铁京津联络线联调联试项目管理中进度管理、安全风险管理、质量管理间的关系。运用项目目标分步集成控制的方法,将三者统筹兼顾,统一控制,确保京沪高铁京津联络线在既定时间内高质量低风险的交付使用,实现高效和安全的运营目标。
[Abstract]:Since 1997, China Railway has made six large-scale speed increases. On August 1, 2008, the opening of Beijing-Tianjin Intercity has led the world railway passenger transport operation speed. Up to 350 km / h, the development of Chinese high-speed railway has become the focus of the world. However, with the high-speed railway coming into people's daily life, the safe travel of passengers has become a hot topic, and the situation of high efficiency and safe operation of high-speed railway is also facing more and more severe test. The joint dispatch test is the last hurdle before the high-speed railway is delivered to operation. To ensure the efficient and safe operation of the high-speed railway is crucial. Based on the theoretical knowledge of project management and the management experience in the trial project of Beijing-Shanghai high-speed railway Beijing and Tianjin connection line, this paper studies and analyzes the project schedule management, project safety risk management and project quality management respectively. Through the research and analysis of the project schedule management of Beijing-Tianjin connection line of Beijing-Shanghai high-speed railway, this paper systematically combs the content of the project, summarizes and integrates the work flow and stage arrangement of the project. By using the method of dynamic monitoring, reasonably controlling the project to be completed according to the plan, through the research and analysis of the safety risk management of the joint test project of Beijing-Shanghai high-speed railway, Beijing-Tianjin tie line, and identifying the project in time, space and equipment, The safety risks that may exist in four aspects of the personnel, and combined with the different stages of the joint dispatch test project, to assess the impact of various aspects on the safety; through the research and analysis of the quality management of the joint dispatch test project on the Beijing-Tianjin liaison line of the Beijing-Shanghai high-speed rail line, The goal and stage plan of the project quality plan are defined, and effective measures are taken to ensure the quality is realized according to the plan. Meanwhile, the cause of the quality problem is found in time and the effective solution is solved. Finally, the relationship among schedule management, safety risk management and quality management is analyzed by using the method of project objective integrated management. By using the method of step by step integrated control of project objectives, the three aspects are integrated and controlled, so as to ensure the high quality and low risk delivery of Beijing-Shanghai high-speed railway Beijing-Tianjin liaison line in a given time, and to realize the efficient and safe operation goal.
