电力工程继电保护状态检修项目管理研究

【摘要】:继电保护设备是电力系统密不可分的一部分,是保障电力设备安全、经济运行,防止事故发生和扩大的最基本、最有效的技术手段。设备检修和管理水平对继电保护设备能否稳定运行起着决定性的作用,因此在设备检修的全过程管理活动中,引入先进的项目管理方法,提高检修管理水平,将事故隐患消灭在萌芽状态,对确保电力系统正常运行具有重要意义。 本文将继电保护设备检修作为项目研究对象,通过研究和分析设备检修项目管理的特点、国内外设备检修管理研究动态及设备检修管理的发展历程,有选择地吸收了国内外已有先进的设备状态检修相关技术和管理经验,认真分析了继电保护设备检修模式的现状及存在的主要问题,确立了继电保护设备采用状态检修的优化的检修模式,并提出了在继电保护设备检修全过程管理活动中运用项目管理方法解决管理问题的一整套改革方案,包括项目管理组织体系的建立、项目的范围确定、项目管理流程优化、质量、进度和成本三大目标的控制等。通过分析继电保护设备检修管理的内容及特点,运用工作分解方法对继电保护设备检修全过程管理进行逐级分解,建立责任分配矩阵,总结继电保护状态检修全过程管理的流程。接着运用项目管理方法对继电保护检修管理进行质量、进度、费用三大目标控制,并提出有效控制措施。最后从继电保护状态检修项目的工作体系有效性、检修策略适应性、检修计划合理性、检修效果、检修效益、状态检修组织管理六个方面研究并建立了继电保护状态检修项目评价体系及具体操作流程,完善了继电保护检修项目绩效管理运行机制,以推动后续继电保护状态检修管理工作的持续改进。 通过对电力工程继电保护状态检修项目的质量、进度和费用分别进行计划编制和实施控制,解决了原来继电保护检修管理过程中的存在问题,使得继电保护状态检修工作效率得到大幅度提高,同时本文的研究成果对电力工程继电保护状态检修具有一定的指导意义。
[Abstract]:Relay protection equipment is an inseparable part of the power system. It is the most basic and effective technical means to ensure the safety and economic operation of power equipment and prevent the occurrence and expansion of accidents. The level of equipment maintenance and management plays a decisive role in the stable operation of relay protection equipment. Therefore, in the whole process of equipment maintenance management, advanced project management methods are introduced to improve the maintenance management level. It is of great significance to eliminate the hidden trouble in the bud to ensure the normal operation of the power system. Based on the research and analysis of the characteristics of equipment maintenance project management, the research trends of equipment maintenance management at home and abroad and the development course of equipment maintenance management are discussed in this paper. This paper selectively absorbs the relevant technology and management experience of advanced equipment condition-based maintenance at home and abroad, and analyzes the present situation and main problems of maintenance mode of relay protection equipment. The optimal maintenance mode of condition based maintenance for relay protection equipment is established, and a set of reform scheme is put forward to solve the management problem by using project management method in the whole process of maintenance and repair of relay protection equipment. Including the establishment of project management organization system, project scope determination, project management process optimization, quality, schedule and cost control. By analyzing the contents and characteristics of maintenance management of relay protection equipment, the whole process management of maintenance of relay protection equipment is decomposed step by using the method of work decomposition, and the responsibility distribution matrix is established. Summarize the whole process management process of relay protection condition maintenance. Then, the project management method is used to control the quality, schedule and cost of relay protection maintenance management, and the effective control measures are put forward. Finally, from the aspects of the working system effectiveness, the adaptability of maintenance strategy, the rationality of maintenance plan, the effect of maintenance, the benefit of maintenance, This paper studies and establishes the evaluation system and concrete operation flow of the relay protection condition maintenance project from six aspects of organization and management of condition maintenance, and consummates the performance management operation mechanism of the relay protection maintenance project. In order to promote the continuous improvement of relay protection condition maintenance management. Through the planning and implementation control of the quality, schedule and cost of the relay protection condition maintenance project in electric power engineering, the existing problems in the management process of the original relay protection maintenance are solved. At the same time, the research results of this paper have a certain guiding significance for the power engineering relay protection condition maintenance.
