化工工程矩阵式项目团队的HSE体系建设

【摘要】：当前,中国化工产业已经从过去的盲目扩张,粗放型发展,逐步向可持续发展转变,全社会对HSE(健康、安全、环保)提出了更高的要求,但是化工行业的安全环保形势仍然严峻。相对于国际化公司HSE管理水平,国内绝大部分化工企业还比较落后。本研究以国内知名化工企业A公司的大型化工工程建设项目(烟台工业园)为研究对象,探索在矩阵式项目管理团队中建设HSE管理体系,进而形成可移植、可借鉴的实践案例。本论文首先介绍国内外化工工程项目管理现状、HSE管理的现状和难点,以化工项目管理理论、矩阵式项目管理理论、HSE相关理论知识为基础,对A企业烟台工业园项目管理和HSE管理的发展现状进行调研,从工业园企业运营的主要方面探讨了矩阵式项目团队中HSE管理存在的问题和原因,进而积极寻找系统的解决方案,旨在建设符合工业园项目规模、组织架构、企业文化和人员特点等实际情况的HSE管理体系。本论文论证了项目团队中HSE管理体系建设方案落实的可行性、必要条件,提出了主要实施步骤,最后以HSE管理体系15个要素为主线,细化HSE管理体系建设的具体措施。该研究最终实现了工业园项目团队中HSE管理体系形成和落地,取得了良好的实际效果,帮助企业实现优质发展,安全发展,可持续发展。
[Abstract]:At present, China's chemical industry has gradually changed from blind expansion and extensive development to sustainable development. The whole society has put forward higher requirements for HSE (health, safety, environmental protection). But the chemical industry safety and environmental protection situation is still grim. Compared with the HSE management level of international companies, most of the domestic chemical enterprises are still relatively backward. This study takes the large scale chemical engineering construction project (Yantai Industrial Park) of A Company as the research object, explores the construction of HSE management system in the matrix project management team, and then forms a transplantable and practical case for reference. This paper first introduces the current situation of chemical engineering project management, the current situation and difficulties of HSE management, based on the theory of chemical engineering project management, matrix project management theory, HSE related theory knowledge. This paper investigates the development status of project management and HSE management in Yantai Industrial Park of Enterprise A, discusses the problems and causes of HSE management in matrix project team from the main aspects of the operation of the industrial park enterprise, and then actively seeks the solution of the system. The purpose of this paper is to build a HSE management system which is suitable for the project scale, organizational structure, corporate culture and personnel characteristics of the industrial park. This paper demonstrates the feasibility and necessary condition of the implementation of HSE management system in the project team, and puts forward the main implementation steps. Finally, taking the 15 elements of the HSE management system as the main line, the concrete measures for the construction of the HSE management system are detailed. This research has finally realized the formation and landing of HSE management system in the industrial park project team, and obtained good practical effect, which helps the enterprise to achieve high quality development, safe development and sustainable development.
