航天军工某型号研制保障项目风险管理研究

【摘要】:作为国家战略性产业,军工企业在世界各地普遍已经成为先进制造业的重要组成部分。历年的国防科技工业5年发展规划中,都对军工能力建设提出了明确的发展目标,近年来国家无论是在投入的力度、深度还是在广度上都在持续加大,军工能力建设已成为各军工企事业单位形成并强化为核心竞争力的重要力量。国家在军工能力建设领域不断出台、修订了若干的政策、法令、法规,可以有效地预防和控制风险,规范军工能力的建设,更加广泛、细致、深入的服务于军工型号产品。 A单位是国有大型航天军工骨干院所,近年来承担的军工型号研制保障项目逐年增多,为有效保障型号科研任务需要,推动专业技术发展,A单位从加强型号研保项目风险管控角度出发,在项目管理过程中引入风险管理理念。 本文共分五章,主要内容包括航天军工某型号研制保障项目风险管理产生的背景、项目风险管理现状及不足、项目风险识别、项目风险评估、项目风险应对。通过对A企业某型号研制保障项目全过程风险管理的阐述,重点介绍了项目风险管理的一些常用和使用的技术及方法。 本文为航天军工A企业深入研究军工固定资产投资项目风险管理提供基础,为A企业军工固定资产投资项目更好发展提供支撑,以适应在激烈竞争的市场环境下,,快速发展形成企业独有的核心竞争力。
[Abstract]:As a national strategic industry, military enterprises have become an important part of advanced manufacturing industry all over the world. In the five-year development plans for national defense science, technology and industry over the years, clear development goals have been put forward for the building of military industry capacity. In recent years, the state has been continuously increasing the intensity, depth and breadth of its investment. The ability construction of military industry has become an important force in forming and strengthening the core competitiveness of military enterprises and institutions. In the field of military capacity building, the state has revised a number of policies, decrees and regulations, which can effectively prevent and control risks, standardize the building of military capabilities, and serve the military industry more extensively, meticulously and thoroughly. Unit A is a major state-owned aerospace military industry backbone institute. In recent years, the number of military model development and support projects has increased year by year. In order to effectively support the scientific research task of the model, it is necessary to promote the development of professional technology. Unit A introduces the concept of risk management in the process of project management from the point of view of strengthening risk control of model research and insurance project. This paper is divided into five chapters. The main contents include the background of the project risk management, the present situation and the deficiency of the project risk management, the project risk identification, the project risk assessment, the project risk response. Through the elaboration of the risk management in the whole process of a certain type of development guarantee project in enterprise A, this paper emphatically introduces some commonly used and used techniques and methods of project risk management. This paper provides the foundation for the spaceflight military A enterprise to study the risk management of the fixed assets investment project of the military industry, and provides the support for the better development of the fixed assets investment project of the military industry of the A enterprise, in order to adapt to the fierce competition in the market environment. The rapid development forms the unique core competence of the enterprise.
