天津市农业综合开发信息管理系统设计与实现

【摘要】:农业综合开发,是指在一定的时间里和确定的区域内,为全面开发利用农业资源,发展地区农村经济而进行的综合性生产建设活动。它的最终目标是合理配置、科学利用农业生产要素,提高农业综合生产能力和市场竞争力,推动传统农业向现代农业转变。通过建设天津市农业综合开发信息管理系统来实现对天津市各类涉农项目资金的管理,实现各类涉农项目计划数据录入、项目上报、增加项目、项目统计数据录入、绩效报表录入、绩效评价、数据汇总分析、综合查询、项目管理等操作;对涉农项目及其资金信息进行全面的、综合的管理,对项目投资情况、数据填报情况、进度情况进行管理,同时实现对涉农项目的全面监督功能,对涉农项目的投诉情况进行处理,加强政府对各类涉农项目的全面监督;实现对涉农项目的信息导入、导出处理以及项目的统计功能,为领导制订下一步的涉农项目资金管理工作提供参考。天津市农业综合开发信息管理系统是结合天津市级和县级农业管理单位在农业综合开发管理等方面的需求,设计的集农业综合开发信息采集、发布、汇总、上报、审核等应用为一体的综合应用系统,为农业决策部门、管理部门、行业协会、普通农户和有关机构提供农业综合开发资源管理与决策支持手段,为社会提供全方位的农业综合开发信息服务,从整体上提高农业综合开发工作的科学化、规范化水平。系统整合项目管理、地理信息与农业综合开发信息资源库,增加决策辅助支持、三维可视化等功能,实现了天津市农业综合开发项目的审核监管工作,并能从战略全局的角度考虑天津市农业综合开发工作,为天津市农业综合开发规划与决策提供全面的支撑平台。系统主要由系统首页、项目管理、资金管理、项目管理、部门管理、外资管理、综合管理、数据应用和系统管理共8大功能模块组成。
[Abstract]:Comprehensive agricultural development refers to the comprehensive production and construction activities carried out in a certain period of time and in a certain region for the purpose of comprehensive exploitation and utilization of agricultural resources and development of the rural economy in the region. Its ultimate goal is rational allocation, scientific utilization of agricultural production factors, improvement of agricultural comprehensive production capacity and market competitiveness, and promotion of the transformation from traditional agriculture to modern agriculture. Through the construction of Tianjin Agricultural Comprehensive Development Information Management system, the management of all kinds of agricultural project funds in Tianjin is realized, and the data input, project reporting, project statistical data entry of all kinds of agriculture-related projects are realized. Performance report entry, performance evaluation, data collection and analysis, comprehensive inquiry, project management and other operations; Comprehensive and comprehensive management of agricultural projects and their capital information, management of project investment, data reporting, progress, and overall supervision of agricultural projects, Handling the complaints of agricultural projects and strengthening the government's overall supervision over all kinds of agriculture-related projects; To realize the information import, export processing and statistical function of the agricultural project, and to provide a reference for the leader to formulate the next step of the project fund management. The information management system for comprehensive agricultural development in Tianjin is designed to collect, publish, collect and report comprehensive agricultural development information in combination with the needs of Tianjin and county-level agricultural management units in such aspects as agricultural comprehensive development and management. A comprehensive application system that integrates audit and other applications to provide resources management and decision support means for agricultural decision-making departments, management departments, trade associations, ordinary peasant households and relevant institutions, To provide the all-round agricultural comprehensive development information service for the society, and to improve the scientific and standardized level of the agricultural comprehensive development work as a whole. The system integrates project management, geographic information and agricultural comprehensive development information resource database, adds decision support, three-dimensional visualization and other functions, realizes the supervision and audit of the comprehensive agricultural development project in Tianjin. The comprehensive agricultural development in Tianjin can be considered from the angle of strategic overall situation, which provides an overall supporting platform for the planning and decision making of comprehensive agricultural development in Tianjin. The system is mainly composed of 8 functional modules: home page, project management, fund management, project management, department management, foreign capital management, comprehensive management, data application and system management.
