新疆哈密地区风电项目管理研究

【摘要】:随着环境问题和能源问题的日益严峻,尤其是近年来雾霾天气出现频率不断攀升,以清洁环保和循环再生能源替换有机化石能源,同时加大清洁环保和循环再生能源的比重,是我国目前能源产业的发展思路。我国风电资源拥有巨大的开发潜力,同时随着工业化的快速发展对风电资源的需求也越来越强烈,而我国现有的风电项目管理模式又制约了风电产业的快速发展。因此,对我国的风电项目管理进行系统性的研究,总结先进的项目管理方法,提升我国风电项目管理水平已迫在眉睫。本文以哈密地区风电项目为研究对象,结合实际案例,从对项目管理现状分析入手,立足项目管理管理过程中勘察设计、建设、安装、验收、运营等几个阶段,着眼项目管理过程中施工质量、施工安全、进度计划、风险控制及人才管理等方面出现的问题,深化对相关问题主客观原因的分析,探索风电项目管控的措施和改进方案。本文以因地制宜、实事求是的研究原则,结合理论联系实践的研究方法,在对国内外先进管理经验借鉴的基础上,针对哈密地区风电项目管理出现的问题,从实现对项目管理的科学化、规范化、精细化、动态化的角度,提出了应对措施和改进方案。最后,通过对新疆哈密地区风电项目管控改进后的效果分析,从经济效益、社会效益、施工质量、施工安全及对新疆地区风电产业带来的示范效应等多方面进行全方位的评价,阐明对该项目综合管控改进后取得的成效。本文旨在通过对风电项目管理理论研究得出的管理理论和方法,用来对风电项目管理过程中的各项技术活动进行指导,为提高我国风电项目管理水平提供一定的理论研究素材。
[Abstract]:With the increasingly serious environmental and energy problems, especially in recent years, the frequency of haze weather has been increasing, replacing organic fossil energy with clean environmental protection and renewable energy, and increasing the proportion of clean environmental protection and renewable energy. Is the current energy industry in China's development ideas. Wind power resources in China have great potential for development, and with the rapid development of industrialization, the demand for wind power resources is becoming more and more intense, and the current wind power project management mode restricts the rapid development of wind power industry. Therefore, it is urgent to carry out systematic research on wind power project management in China, summarize advanced project management methods and improve the level of wind power project management in China. This article takes Hami area wind power project as the research object, unifies the actual case, from to the project management present situation analysis, based on the project management process survey design, the construction, the installation, the acceptance, the operation and so on several stages, Focusing on the problems in the aspects of construction quality, construction safety, schedule planning, risk control and talent management in the process of project management, this paper deepens the analysis of the subjective and objective causes of related problems, and probes into the measures and improvement schemes of wind power project management and control. Based on the research principles of adapting to local conditions and seeking truth from facts, combined with the research methods of combining theory with practice, this paper aims at the problems of wind power project management in Hami area on the basis of the advanced management experience at home and abroad. From the point of view of realizing scientific, standardized, fine and dynamic project management, this paper puts forward some countermeasures and improvement schemes. Finally, by analyzing the effect of improved wind power project management and control in Hami area, Xinjiang, the comprehensive evaluation is carried out from many aspects, such as economic benefit, social benefit, construction quality, construction safety and demonstration effect brought by wind power industry in Xinjiang. Explain the effect of the improvement of the integrated control of the project. The purpose of this paper is to guide the technical activities in the process of wind power project management through the management theory and method of wind power project management, and to provide some theoretical research materials for improving the management level of wind power project in China.
