营口永宏石化润滑油新建项目规划研究

【摘要】:随着国民经济的发展,我国润滑油市场需求呈现逐年大幅递增的趋势。截止到2012年,我国已经成为全球第二大润滑油市场。中国润滑油市场在逐步走向成熟,产业整合将在高水平上进行。营口永宏石化有限责任公司专业生产各种高级润滑油产品,计划新建年产量5万吨的润滑油(以设备油为主)项目。本文针对该项目做了管理规划研究,主要遵循国家可持续发展的战略要求,高度重视环境保护,并以深入分析产品的市场需求为基础,对项目的竞争能力进行全面、全方位的分析,最后,确定合理的项目实施方案,将资源利用率、经济效益实现最大化。依靠着营口市拥有的有利地缘条件,在公共基础设施建设方面,使他发挥最大程度地优势,使项目总投资能够更有效控制;有助于项目建设进度的提前;有利于生产成本的降低;从而使本项目的经济效益最大化。主要从以下几个方面着手:一是研究国内外项目规划管理的现状,并介绍了项目管理的相关理论知识;二是对项目建设单位及项目建设的情况进行介绍,并对润滑油行业的背景、市场做了较详细的介绍及分析;三是对该项目进行方案规划,包括立项方案、技术方案、工程方案、人力资源配置方案、保障方案规划等,完成项目规划管理目标;四是通过建设周期规划评价、投融资规划评价和财务评价保证项目规划的顺利实施;最后,提出具体的实施方案。
[Abstract]:With the development of national economy, the market demand of lubricating oil in China is increasing year by year. By 2012, China has become the world's second largest lubricating oil market. China's lubricating oil market is gradually maturing, industrial integration will be carried out at a high level. Yingkou Yonghong Petrochemical Co., Ltd. specializes in the production of various advanced lubricating oil products, and plans to build a new project of 50,000 tons of lubricating oil (mainly equipment oil). In this paper, the management planning of the project is studied, which mainly follows the strategic requirements of the national sustainable development, attaches great importance to environmental protection, and on the basis of in-depth analysis of the market demand of the products, it makes a comprehensive analysis of the competitiveness of the project. Finally, the rational project implementation scheme is determined to maximize the utilization of resources and economic benefits. Depending on the favorable geographical conditions of Yingkou City, in the construction of public infrastructure, he can give full play to its advantages, so that the total investment of the project can be controlled more effectively, which will help to advance the progress of the construction of the project. It is propitious to reduce the production cost and maximize the economic benefit of the project. Mainly from the following aspects: first, the status of project planning and management at home and abroad, and introduced the relevant theoretical knowledge of project management; Second, the project construction unit and the project construction situation are introduced, and the lube oil industry background, the market has made the more detailed introduction and the analysis; The third is to plan the project, including project proposal, technical scheme, engineering scheme, human resources allocation scheme, guarantee program planning, etc., to complete the project planning management objectives; Fourth, through the construction cycle planning evaluation, investment and financing planning evaluation and financial evaluation to ensure the smooth implementation of the project planning; finally, put forward specific implementation plan.
