GF企业高端人才引进项目管理模式研究

【摘要】:高端人才创新创业工作作为关系经济发展的一项重要内容,近十年来,发展十分迅速。国家“千人计划”、江苏省“双创计划”等一大批引才计划相继推出,但在大量政策激励的前提下,企业引进高端人才出现了急功近利、管理不规范、市场化程度不高、遴选方法不得当等问题。在这项工作过程中,充分运用项目管理的基本方法,就能够为企业引进高端人才提供有力的宏观指导、提高企业人才资源开发效益等,使人才作用在企业发挥更大的作用。其次,政府的引进政策在体制和措施上还存在一些问题,制约着企业人才作用的有效发挥,本文认为主要是人才项目管理体系在企业内容、企业和政府之间还尚未完全建立起来。本文从项目管理的角度,在企业高端人才引进工作不断推进的大背景下,以GF企业引才模式为视角,详细阐述了企业引才工作措施、引才项目评审落户服务的方式方法,并分析了GF企业所在地——JR市引才政策体系,对近年来企业高端人才引进项目的管理现状进行了分析,以点窥面,探讨了存在的不足以及亟待解决的问题,探索建立一个较为完整、系统的企业高端人才引进管理运行模式及其流程,对企业进一步完善引才措施、构建更加优质的人才发展环境提出了建议对策。
[Abstract]:As an important part of economic development, the innovation and pioneering work of high-end talents has developed very rapidly in the past ten years. The National "Thousand thousands Plan" and the Jiangsu Province "mass entrepreneurship and innovation Plan" have been launched one after another. However, under the premise of a large number of policies and incentives, enterprises have brought in high-end talents for quick success and quick profits, their management is not standardized, and the degree of marketization is not high. The selection method is not appropriate and so on. In the process of this work, making full use of the basic methods of project management can provide powerful macro guidance for enterprises to introduce high-end talents, improve the efficiency of the development of enterprise talent resources, and make talents play a greater role in the enterprises. Secondly, there are still some problems in the system and measures of the government's introduction policy, which restrict the effective exertion of the role of the enterprise talents. This paper thinks that the talent project management system is mainly in the enterprise content. The relationship between business and government has not yet been fully established. From the point of view of project management, under the background of the continuous promotion of the introduction of high-end talents in enterprises, this paper, from the angle of view of the model of GF enterprises, expounds in detail the measures to introduce talents in enterprises, and the ways and methods of evaluating and settling down service for talents projects. This paper also analyzes the policy system of introducing talents in JR, the seat of GF enterprise, and analyzes the management status of the high-end talent introduction project in recent years. The paper discusses the shortcomings and the problems to be solved urgently. This paper probes into the establishment of a more complete and systematic operation mode and process for the introduction and management of high-end talents in enterprises, and puts forward some suggestions and countermeasures for enterprises to further improve the measures of attracting talents and to build a more high-quality environment for the development of talents.
