西气东输增输工程酒泉压气站风险管理研究

【摘要】:随着世界石油经济的发展和企业人本管理理念的不断深入,能源项目在全球各地高歌猛进快速开发的同时,工程项目的风险管理成为国内外石油能源等高风险项目能否顺利实施、企业能否占领国内和国际本已白热化竞争的市场一席之地、甚至可否持续科学发展的关键保障。本论文运用最新的项目风险管理理论和工具技术,针对性地分析和研究了国家重点能源项目---西气东输增输工程酒泉压气站工程项目的风险管理问题。从风险管理研究对本工程、乃至企业生存发展的背景和意义着手,分类阐述和对比了目前国内和国际项目风险管理理论和常用工具、技术。在客观分析西气东输增输工程酒泉压气站施工的整体风险的基础上,重点研究了大型压气站工程风险管理过程和方法;尤其是形成大型压气站工程风险管控方案构思,进行风险管理战略、管理规划的制定、风险识别、定性定量分析、风险消减过程的应对与监控、风险管理的后评价等系列风险管理技术在工程应用优化,形成了一整套独特的大型压气站工程风险管理程序、模式和技术,为同行业压气站工程风险管理提供了范例。
[Abstract]:With the development of the world petroleum economy and the deepening of the concept of enterprise people-oriented management, energy projects are rapidly developing in various parts of the world. Risk management of engineering projects has become a key guarantee for sustainable scientific development, such as whether oil and energy projects at home and abroad can be carried out smoothly, whether enterprises can occupy a seat in the market where domestic and international competition has become increasingly fierce, and even whether they can continue to develop scientifically. Based on the latest project risk management theory and tool technology, this paper analyzes and studies the risk management of Jiuquan Gas Compression Station Project, a national key energy project. From the background and significance of the risk management research to the project and even to the survival and development of the enterprise, this paper classifies and compares the current domestic and international project risk management theory and common tools, technology. Based on the objective analysis of the overall risk of Jiuquan gas station construction, the risk management process and method of large-scale gas compression station are studied. In particular, the formation of large-scale gas station project risk management plan concept, risk management strategy, management planning, risk identification, qualitative and quantitative analysis, risk mitigation process response and monitoring, A series of risk management techniques, such as post-evaluation of risk management, have been optimized in engineering application, forming a set of unique risk management procedures, models and techniques for large-scale gas compression stations, which provide an example for risk management of gas compression stations in the same industry.
