企业科研机构科研管理流程再造研究

【摘要】：企业科研机构作为国家科学研究的重要阵地之一,其承担着为建设创新型国家做出显著贡献的任务。随着科技攻关项目的不断增多,如何对其科研项目进行高效管理,保障科研机构创造效益最大化,对现有科研管理流程优化再造成为值得探索研究的课题。A集团环保研究所作为一个企业科研机构,其在科研管理方面体现的具体情况及实际问题,在我国企业科研机构中具有代表性和普遍性。本文以它为研究对象,运用管理流程再造和项目管理理论与方法,结合环保研究所现状实际需要,优化再造其科研管理流程,优化再造全生命周期管理流程,提高其科研管理水平,试点应用验证管理流程再造能取得较好效果。该研究有利于管理流程再造、项目管理理论应用研究、科研管理理论的发展,能为企业管理决策提供科学的依据,对于后续学者继续进行管理流程再造研究提供借鉴,也为其他企业进行科研管理流程再造提供一些参考,探索出适合自身情况的科研管理体系、方法。本文优化再造的科研管理流程,在环保研究所只是进行了试点实践应用,如何把流程再造、项目管理相关理论与实际的科研项目实践有效的全面结合,还有许多值得探索的内容,有待进一步研究。
[Abstract]:As one of the important positions of national scientific research, enterprise scientific research institutions undertake the task of making significant contributions to the construction of an innovative country. With the increasing number of key science and technology projects, how to effectively manage their scientific research projects to ensure that scientific research institutions create maximum benefits, The optimization and reengineering of the existing scientific research management process has become a subject worth exploring and studying. As an enterprise scientific research institution, the Environmental Protection Institute of Group A reflects the concrete situation and practical problems in the management of scientific research. It is representative and universal in the enterprise scientific research institutions of our country. This article takes it as the research object, applies the management process reengineering and the project management theory and method, combines the actual needs of the environmental protection research institute, optimizes the reengineering scientific research management process, and optimizes the reengineering whole life cycle management process. Improve its scientific research management level, pilot application of management process reengineering can achieve better results. This research is beneficial to the management process reengineering, the application research of project management theory and the development of scientific research management theory, which can provide scientific basis for enterprise management decision-making, and provide reference for the follow-up scholars to continue to carry on the management process reengineering research. It also provides some references for other enterprises to carry out the process reengineering of scientific research management, and explores the scientific research management system and methods suitable for their own situation. This paper optimizes the reengineering scientific research management process, only carries on the pilot practice application in the environmental protection research institute, how to combine the process reengineering, the project management related theory with the actual scientific research project practice effectively and comprehensively, There are still many contents worth exploring, which need to be further studied.
