民航资金管理体系支撑系统设计与实现

【摘要】：近几年,民航所占市场份额逐步缩小,经济效益出现亏损,如何降低运营成本,实现资金运行业务集中管控是一项有效的措施,本文对民航资金管理体系支撑系统进行设计和研究,利用信息技术建立了高效的资金管理平台,做到了资金管理、核算与监督,确保了资金信息的真实性和准确性,提高了工作效率,降低了管理成本,规避了财务风险,所取得的主要研究成果为：1.资金预算管理技术研究针对切块资金类别多样、项目类型复杂的特点,对资金预算管理技术进行研究,实现资金、项目及工作量的年度、月度预算、运行计划等的上报、追加、审核、汇总、审批、平衡、下达、查询等操作,提供资金预警提示功能。2.投资项目管理技术研究对投资项目管理方式技术进行了研究,由投资管理部门实现投资项目的添加、修改、删除和审批管理,安排给项目运行部门,同时对项目运行进度进行可控,提供项目建设评价分析、月度台帐统计、查询功能。3.合同管理技术研究对合同处理流程和管理层次技术进行了研究,根据资金预算编号实现项目立项招投标资质审查,记录谈判过程,下发中标通知书、完成合同的签约／变更、反馈、归档的审批等,实现全合同管理过程的系统处理、查询、统计、公示。4.项目管理技术研究通过对项目运行流程管理技术进行研究,实现对资金来源、工作量信息的确认审核、相对人资质审核、项目变更申请和审核,项目运行业务部门进行项目开工、履行进度、完工、验收及办理反馈、结算、挂帐申请。5.综合查询技术研究按切块类别、日期等关键字实现切块资金所有管理数据、报表的统计、模糊查询和多种格式的打印输出,快捷准确的提供资金、项目分析数据,为资金的调控、监督和领导决策提供信息支持。6.合同相对人管理技术研究对合同相对人管理技术进行研究,实现相对人管理信息的维护、管理、过滤、排序、查询、导出等功能,提供相对人实施项目效益反馈和业绩评价考核。7.评标专家管理研究对评标专家管理技术进行了研究,建立招投标专家数据库,根据项目要求随机抽取指定数量的项目评标专家,详细记录专家评标的项目工程信息,实现评标的透明性,实施评标专家的绩效考核。8.系统管理技术研究研究实现组织结构、用户、密码、角色、数据库字典等信息的维护,根据用户权限角色显示相应的操作页面,提高系统的可维护、可用性和可靠性。

The contract management technology research has carried on the research to the contract processing flow and the management level technology, according to the fund budget number realizes the project bidding qualification examination, records the negotiation process, issues the bid winning notice, completes the contract sign / change, Feedback, filing approval, etc., to achieve the full contract management process of the system processing, inquiry, statistics, publicity. 4. The research of integrated query technology realizes all management data, statistics of report forms, fuzzy query and print output in various formats according to the key words of block type, date and so on, and provides funds and project analysis data quickly and accurately.
