烟机制造企业技术改造项目后评价研究

【摘要】：“十二五”期间,烟草行业投资数十亿元用于烟机制造企业技术改造,多家烟机制造企业实施了技术改造项目。根据国家及烟草行业投资项目管理的相关要求,结合烟机制造企业技术改造项目的实际特点,开展烟机制造企业技术改造项目后评价研究有助于补充完善烟机制造企业投资项目后评价的体制机制,有助于提高烟机制造企业项目决策、管理的科学性和规范性。项目后评价作为项目管理过程中的最后一个环节,在我国已在多个行业、多个领域得到充分的研究和应用。烟草行业对投资项目管理工作中已明确指出项目后评价的目的、意义及整体工作要求。但由于烟草行业所属企业众多,企业类型多样化,项目类别多样化,针对烟机制造企业技术改造项目的后评价研究尚未整体开展,且尚无组织开展项目后评价的先例。作者完成的主要工作如下： (1)研究国内外项目后评价理论及应用现状,总结烟草行业和烟机制造企业项目管理和项目后评价现状； (2)通过分析研究烟机制造企业技术改造项目的特点,结合现有研究成果、国家及烟草行业投资项目管理的相关规范性要求构建指标初选集,利用专家调查法进一步确定烟机制造企业技术改造项目后评价指标集,构建了后评价指标体系； (3)按照烟机制造企业技术改造项目的类别及特点,比较常用指标筛选方法和指标赋权方法,选定灰色变权聚类法和灰色关联度赋权法为烟机制造企业技术改造项目后评价指标筛选和指标权重确定方法,形成指标筛选和权重确定机制； (4)基于后评价指标体系,利用灰色变权聚类指标筛选法、灰色关联度指标赋权和成功度评价法构建后评价模型,最终通过项目实例验证指标体系和评价模型。本文所开展的烟机制造企业技术改造项目后评价研究,形成了烟机制造企业技术改造项目后评价体系和评价模型,其研究成果有助于提高烟机制造企业项目管理水平,对烟草行业及相关行业的实践工作具有一定的借鉴和指导意义,也有助于项目后评价应用研究的深化。
[Abstract]:During the 12th five-year Plan period, the tobacco industry invested billions of yuan in the technological transformation of tobacco machine manufacturing enterprises, and a number of tobacco machine manufacturing enterprises implemented technical transformation projects. According to the relevant requirements of investment project management in the state and tobacco industry, combined with the actual characteristics of the technological transformation project of tobacco machine manufacturing enterprises, The research on the post-evaluation of the technical transformation project of the tobacco machine manufacturing enterprise is helpful to supplement and perfect the system mechanism of the post-evaluation of the investment project of the tobacco machine manufacturing enterprise, and to improve the scientific and normative nature and standardization of the project decision-making and management of the tobacco machine manufacturing enterprise. As the last link in the process of project management, post-project evaluation has been fully studied and applied in many industries and fields in our country. The purpose, significance and overall work requirements of post-project evaluation have been clearly pointed out in the management of investment projects in tobacco industry. However, due to the large number of enterprises belonging to the tobacco industry, the diversification of enterprise types and the diversification of project categories, the post-evaluation research on the technological transformation project of tobacco machine manufacturing enterprises has not yet been carried out as a whole, and there is no precedent for organizing the post-evaluation of the project. The main work accomplished by the author is as follows: (1) the theory and application status of project post-evaluation at home and abroad are studied, and the present situation of project management and project post-evaluation in tobacco industry and tobacco machine manufacturing enterprises is summarized. (2) through the analysis and study of the characteristics of the technical transformation project of tobacco machine manufacturing enterprises, combined with the existing research results, the relevant normative requirements of investment project management in the state and tobacco industry construct a preliminary selection of indicators. The post-evaluation index set of technical transformation project of tobacco machine manufacturing enterprises is further determined by using expert investigation method, and the post-evaluation index system is constructed. (3) according to the categories and characteristics of the technical transformation projects of tobacco machine manufacturing enterprises, the common index screening methods and index weighting methods are compared. The grey variable weight clustering method and grey correlation degree weighting method are selected as the post-evaluation index screening and index weight determination methods for the technical transformation project of tobacco machine manufacturing enterprises, and the mechanism of index screening and weight determination is formed. (4) based on the post-evaluation index system, the post-evaluation model is constructed by using the grey variable weight clustering index screening method, the grey correlation degree index weighting and the success degree evaluation method, and finally the index system and the evaluation model are verified by the project example. In this paper, the post-evaluation research of the technical transformation project of tobacco machine manufacturing enterprises has formed the post-evaluation system and evaluation model of the technical transformation project of tobacco machine manufacturing enterprises, and the research results are helpful to improve the project management level of tobacco machine manufacturing enterprises. It has certain reference and guiding significance for the practical work of tobacco industry and related industries, and is also helpful to deepen the application research of post-project evaluation.
