A石化热电厂变电站项目HSE管理研究

【摘要】：自20世纪90年代以来，随着科学技术的发展，先进理念的传播，社会的进步，越来越多的国际项目管理公司进入中国的石油工业，化学工业与工程建设等重要领域，在很大程度上为我国的工程项目建设传递了很多新的方法和经验，特别是先进的管理理念，HSE管理体系就是其中较为重要的一项。追溯这一理念的发展历程，我们得悉HSE管理最早源起于20世纪80年代后期，是在世界发达国家发展起来的关于健康、安全和环境的管理方法。HSE管理采用较为科学化、程序化和专业的管理方式，通过强化对施工过程的控制，加强对员工的安全培训，以及对项目管理的审核与评审，从而及时消除各类安全风险，达到有效避免或减少生产事故的工作目标。至此，在我国大型工程公司、石油化工企业的工程项目建设中引入HSE管理理念已经20余年，并取得了较大成就。但是，与国际先进水平相比较，，我国的HSE管理仍然有较大的差距，仍然需要不断提高我国的HSE管理水平。本篇论文选取了A石化热电厂变电站项目HSE管理作为研究重点。首先，本文通过简述研究背景、研究对象、研究方法，从总体上确定和构建了文章的研究路线和研究框架。其次，本文详细论述了HSE管理体系的概念、发展过程，着重分析了HSE管理的7个基本要素。第三，本文在认真分析和灵活运用的基础上，详细分析了A石化热电厂变电站项目HSE管理的整个实施过程，包括存在的问题和更科学的改进措施，进一步阐述了强化HSE管理对我国工程项目的意义。通过本文的深入研究，可以得出以下两个主要成果：一是提出一套更加符合A石化热电厂变电站项目运行的完整、可行的HSE管理实施模式；二是为国内其他类似的工程项目进一步提高HSE管理的水平提供了建设性的建议。我们也希望本篇研究成果能够在我国正在进行或即将进行的工程项目建设中具有现实的借鉴作用。
[Abstract]:Since the 1990s, with the development of science and technology, the spread of advanced ideas and the progress of society, more and more international project management companies have entered China's petroleum industry, chemical industry and engineering construction and other important fields. To a large extent, it has transmitted a lot of new methods and experiences for the construction of engineering projects in our country, especially the advanced management concept, HSE management system is one of the more important. Looking back on the development of this concept, we know that HSE management originated in the late 1980s and is a management method on health, safety and environment developed in the developed countries of the world. HSE management is more scientific. Procedural and professional management methods, through strengthening the control of the construction process, strengthening the safety training of employees, as well as the audit and evaluation of project management, so as to eliminate all kinds of safety risks in a timely manner. To achieve the goal of effectively avoiding or reducing production accidents. So far, the concept of HSE management has been introduced into the engineering project construction of large engineering companies and petrochemical enterprises in China for more than 20 years, and great achievements have been made. However, compared with the international advanced level, there is still a big gap in HSE management in China, and it is still necessary to improve the HSE management level in China. In this paper, HSE management of substation project in A Petrochemical Thermal Power Plant is selected as the research focus. First of all, by briefly describing the research background, research object and research methods, this paper determines and constructs the research route and research framework of the article as a whole. Secondly, this paper discusses the concept and development process of HSE management system in detail, and analyzes the seven basic elements of HSE management. Thirdly, on the basis of careful analysis and flexible application, this paper analyzes in detail the whole implementation process of HSE management of substation project in A Petrochemical Thermal Power Plant, including the existing problems and more scientific improvement measures. The significance of strengthening HSE management to engineering projects in China is further expounded. Through the in-depth study of this paper, the following two main achievements can be obtained: first, a set of complete and feasible HSE management implementation mode is put forward, which is more in line with the operation of substation project in A Petrochemical Thermal Power Plant; Second, it provides constructive suggestions for other similar projects in China to further improve the level of HSE management. We also hope that the research results of this paper can be used for reference in the construction of ongoing or upcoming engineering projects in our country.
