和顺县政府门户网站的设计与实现

【摘要】：随着我国政府信息化建设的不断深入,政府部门的信息化水平不断提高,各级政府的门户网站建设也已经由当初的简单信息发布,逐步向更大量的信息公开迈进。同时,网上办事已经成为政府门户网站的下一个发展和攻坚目标。政府网站作为政府的现代化窗口,时刻反映着政府的面貌,反映着政府的办事效率,是外界对一级政府的直观印象。而一个县级政府,要在现阶段做好招商引资、发展创新,更是离不开互联网这一新世纪的工具。由此可见,建立政府门户网站刻不容缓。本文在充分考虑到政府门户网站的现状,尤其是一个县级政府门户网站的现状的情况下,主要从信息公开类、互动交流类、在线办事三个主要方面分析县政府门户网站功能需求,而且同时满足一些用户登录、权限管理、安全管理等方面的功能需求。接着对系统进行了总体架构和详细设计,根据关系数据库原理设计数据库表结构,以及每个模块的具体实现方法：信息发布管理实现了信息公开内容的发布管理；互动交流管理实现了与网民进行互动的管理功能；网上办事的发布管理实现了与办公系统结合的第一步。最后设计了详细的功能测试用例,及根据测试用例对系统进行了详尽的功能性测试。和顺县政府门户网站的开发系统基于J2EE和Sql Server2008数据库,目前运行良好,界面简单,容易操作,基本达到了预定的设计目标。本系统很好地满足了政府门户网站的基本功能,为推动和顺县政府的信息化发展奠定了一个较好的基础。但仍有很多不足需要改进,比如动态生成网页,加快网上办事效率等,在接下来的第二阶段会进行进一步改进。
[Abstract]:With the continuous deepening of the government informatization construction, the level of government informatization has been improved, and the construction of government portals at all levels has been released by the original simple information. At the same time, online service has become the next development and key goal of the government portal. As a modern window of the government, the government website always reflects the face of the government. Reflects the efficiency of the government, is the external intuitive impression of the first level of government, and a county government, at the present stage to do a good job in attracting investment, development and innovation. This new century is inseparable from the Internet tools. Thus, the establishment of government portals is urgent. In this paper, fully consider the status of government portals, especially the status of a county government portal, mainly from the class of information disclosure, interactive communication class. Three main aspects of online service analysis of the county government portal functional requirements, and at the same time to meet some users login, authority management. Security management and other aspects of the functional requirements. Then the overall structure of the system and detailed design, according to the principles of relational database design database table structure. And the concrete realization method of each module: the information release management realizes the release management of the information open content; Interactive communication management realizes the management function of interaction with Internet users; The release management of online service realizes the first step of combining with the office system. Finally, the detailed function test cases are designed. Based on J2EE and Sql Server2008 database, the development system of Heshun government portal is running well. The interface is simple and easy to operate. The system well meets the basic functions of the government portal, and lays a good foundation for promoting the information development of Heshun county government. However, there are still many shortcomings to be improved, such as dynamic generation of web pages. Speed up the efficiency of online work, in the next phase of the second will be further improved.
