基于SOA的电子政务云顶层设计模式研究与实现

【摘要】:随着信息技术的发展和应用需求的不断扩增,电子政务建设成为当代信息化建设的重点之一。当前我国电子政务建设取得了一定成果,各级政府及部门建立了有效的政务系统,在改善公共服务、加强社会管理、强化综合监督等方面发挥了重要作用。然而,由于我国电子政务缺乏统一规划和管理,造成系统重复建设、资源利用率低、信息孤岛等诸多问题,严重影响我国电子政务的持续健康发展。为有效解决电子政务建设存在的问题,推进电子政务顶层设计成为了必然诉求和共识。 目前,顶层设计作为一种理念已经引起电子政务领域的关注并得到普遍认可,实践中也取得了一些进展,但如何将其有效的融合到开发应用中,尤其是如何指导基于SOA和云计算的电子政务的实际开发,还处于起步阶段。因此,立足全局,强化顶层设计,对电子政务建设的各对象、要素统筹规划,制定系统规范的方法论和实践方案,推动政府业务协同应用是电子政务建设的重点。 本文在深入研究电子政务和顶层设计的基础上,基于SOA思想,整合云服务计算模式,提出了一种面向全局的电子政务解决方案。主要体现在以下几个方面: 1.在分析当今电子政务系统存在的各种瓶颈问题基础上,提出了一种基于SOA的电子政务云总体架构。 2.借鉴美国电子政务顶层设计,在业务集成、应用集成等方面进行探索的基础上,提出了一种现代电子政务系统服务构件的分类模式。 3.基于电子政务顶层设计方案,给出了网上审批系统的顶层设计,并从子系统架构、模块功能、服务构件等方面进行了具体描述、分析和实现。 从实践效果来看,基于SOA的电子政务云顶层设计方案的提出和应用,,能够有效避免系统重复建设,提高系统开发效率,降低应用成本,快速灵活的响应政府部门随需应变的业务需求,最终为公众提供高效、便捷的政务服务。
[Abstract]:With the development of information technology and the expansion of application demand, e-government construction has become one of the focal points of information construction. At present, some achievements have been made in the construction of e-government in our country. Governments and departments at all levels have established an effective government system, which has played an important role in improving public services, strengthening social management, strengthening comprehensive supervision, and so on. However, due to the lack of unified planning and management of e-government in China, there are many problems, such as repeated system construction, low utilization of resources and isolated islands of information, which seriously affect the sustainable and healthy development of e-government in China. In order to effectively solve the problems existing in the construction of e-government, it has become an inevitable demand and consensus to promote the top-level design of e-government. At present, the top-level design, as an idea, has attracted the attention of the E-government field and has been generally recognized, and has made some progress in practice, but how to effectively integrate it into the development and application, Especially, how to guide the actual development of e-government based on SOA and cloud computing is still in its infancy. Therefore, it is the focal point of E-government construction to base on the overall situation, to strengthen the top-level design, to plan all the objects and elements of e-government construction as a whole, to formulate the systematic standard methodology and practice scheme, and to promote the cooperative application of government business. Based on the research of E-government and top-level design, this paper proposes a global e-government solution based on SOA and cloud service computing model. Mainly reflected in the following aspects: 1. On the basis of analyzing all kinds of bottleneck problems existing in E-government system, this paper puts forward an overall architecture of E-government cloud based on SOA. Based on the top-level design of E-government in the United States and the exploration of business integration and application integration, a classification model of service components of modern e-government system is proposed. 3. Based on the top-level design scheme of E-government, the top-level design of the online approval system is presented, and the detailed description, analysis and implementation of the subsystem structure, module function, service component and so on are given. From the point of view of practical effect, the proposal and application of the top level design of E-government cloud based on SOA can effectively avoid the repeated construction of the system, improve the efficiency of system development, and reduce the application cost. Fast and flexible response to government on-demand business needs, and ultimately provide efficient and convenient government services to the public.
