【摘要】：正2017年1月15日,中共中央办公厅、国务院办公厅印发了《关于促进移动互联网健康有序发展的意见》(以下简称《意见》)。《意见》主要针对移动互联网行业,就其进一步发展应遵循的要求、发展方式、存在的问题等方面给出了明确说明,涉及市场准入制度、4G普及和5G研发推进、物联网、中小微互联网企业创新等方方面面。关于简政放权和行政审批。《意见》提到,推动移动互联网创新发展需要完善市场准入制度。具体的做法便是深入推进简政放权、放管结合、优化服务,进一步取消和下放相关行政审批事项,加快落实由先证后照改为先照后证,简化审批
[Abstract]:On January 15, 2017, the General Office of the CPC Central Committee and the General Office of the State Council issued "opinions on promoting the healthy and orderly Development of the Mobile Internet" (hereinafter referred to as "opinions"). The requirements, ways and problems of further development are clearly explained, including the popularization of 4G market access system and 5G R & D, Internet of things, innovation of small and medium-sized Internet enterprises and so on. Opinions mentioned that it is necessary to perfect the market access system to promote the innovation and development of mobile Internet. The specific measures are to further promote the decentralization of government, the combination of administration and management, the optimization of services, the further cancellation and decentralization of relevant administrative examination and approval items, the quickening of the implementation of the change from first license to first license, and the simplification of examination and approval.
