中国参与信息社会世界峰会的演进历程、经验总结和对策

【摘要】：WSIS进程是全球对话中具有里程碑意义的事件,互联网治理逐渐成为其主导议题并始终贯穿多利益相关方治理模式的争议。根据WSIS的发展阶段,中国参与WSIS的历程也可分为三个阶段,以不同的参与重点为特点。通过参与历程的回顾以及"天时、地利、人和"优势的分析,可以发现WSIS是中国积极参与国际网络治理并发挥更大作用的最好平台。并为中国更好地参与WSIS乃至国际网络治理提供相应的建议。
[Abstract]:The WSIS process is a landmark event in the global dialogue. Internet governance has gradually become the dominant issue and has always run through the controversy of the multi-stakeholder governance model. According to the development stage of WSIS, China's participation in WSIS can also be divided into three stages, characterized by different participation emphases. By reviewing the process of participation and analyzing the advantages of "timing, geographical location, people and others", we can find that WSIS is the best platform for China to actively participate in international network governance and play a greater role. And for China to better participate in WSIS and even international network governance to provide corresponding advice.
