面向公众服务的政务云协同工作流研究

【摘要】:本文以我国电子政务实际应用和发展为基础,围绕我国新时期政务信息化发展要求,探索我国政务信息化向公众服务、云计算和协同服务方向发展的发展模式,并且对面向.众服务的政务云协同工作流模式进行了研究。 电子政务的高效化、集约化、节约化建设已成为未来电子政务发展的趋势。将云计算技术应用到电子政务发展中,构建一个应用实时扩展、资源充分利用,同时面向公众服务实现服务调度、整合政务流程的政务信息化协同工作平台是目前电子政务迫切需要解决的问题。 首先,本文以工信部印发的《基于云计算的电子政务公共平台顶层设计指南》为指导,针对面向公众服务的政府工作需求,以集中式部署为政务云模式发展基础,利用构件化思想对政务服务进行设计,将政务服务封装成可实例化的服务组件,从而实现各政府部门面向公众提供统一的服务; 其次,协同工作是保证政府面向公众提供服务顺利进行的关键。本文在现有政府服务平台的基础上,研究建立基于云计算平台数据源的信息共享模式,使得参与政务服务的各部门之间既能够共享信息资源,又可按政务工作流程相互协作、提供服务;通过权限控制解决云计算集中存储模式中存在的数据安全问题,因此本文将协同工作流分为信息共享访问控制和动态访问控制两部分进行细化研究。 第三,本文以服务组件、协同共享模式以及动态访问控制研究为基础,应用工作流的设计思想,以公共服务组件为单位,以政务工作流程为主线,以动态访问控制为安全保障,构建了面向公众服务的政务云协同工作流模式。 最后,本文对面向公众的服务组件和动态访问控制进行案例分析和设计。
[Abstract]:Based on the practical application and development of E-government in China, this paper explores the development model of E-government informatization to the public, cloud computing and collaborative service, focusing on the requirements of the development of government informatization in China in the new period. The collaborative workflow model of public service cloud is studied. The high-efficiency, intensive and economical construction of e-government has become the development trend of e-government in the future. The cloud computing technology is applied to the development of e-government, and a real-time extension of application is constructed, resources are fully utilized, and service scheduling is realized for the public service at the same time. It is an urgent problem for e-government to solve at present. First of all, under the guidance of "the Top level Design Guide of E-Government platform based on Cloud Computing" issued by the Ministry of Industry and Information Technology, this paper aims at the government work demand for public service and takes centralized deployment as the basis for the development of cloud mode of government affairs. Using the component-based idea to design the government affairs service, the government affairs service is encapsulated into the instantiable service component, so that each government department can provide the unified service to the public. Second, collaborative work is the key to ensure the government to provide services to the public smoothly. Based on the existing government service platform, this paper studies the establishment of information sharing model based on cloud computing platform data sources, which enables the departments involved in government services to share information resources and cooperate with each other according to the government work process. Provision of services; In this paper, the cooperative workflow is divided into two parts: information sharing access control and dynamic access control. Thirdly, based on the research of service component, cooperative sharing mode and dynamic access control, this paper applies the design idea of workflow, takes public service component as unit, takes government work flow as main line, and takes dynamic access control as security guarantee. The cloud collaborative workflow model for public service is constructed. Finally, this paper analyzes and designs public-oriented service components and dynamic access control.
