企业实施ISO9001质量管理体系认证的绩效评估研究

【摘要】:ISO9001 质量管理体系是世界上最具权威的质量管理体系,在实施 ISO9001 质量管理体系(QMS)认证的过程中,许多企业意识到:质量管理体系认证不仅能提高企业符合法规要求的能力,而且还带来各种绩效。但企业通过 ISO9001 体系认证后,如何系统地对其进行绩效评估,分析总体绩效变化趋势,是一个非常值得探讨的问题。目前国内外对这个问题的研究主要存在以下问题:⑴未形成系统化的绩效评估指标体系;⑵效益评估和费用评估相互脱离,不符合企业的经营理念;⑶缺乏绩效评估的信息收集方式;⑷只对单个指标进行孤立评价,而没有对整体绩效做出综合评估;⑸对企业实施 IS09001体系认证后的绩效变化与内在原因缺乏研究。为此,本文对企业实施 ISO9001 质量管理体系认证的绩效评估进行了较系统的研究,主要的工作如下: ⑴ 在对企业 ISO9001 认证绩效的不同认识进行评析的基础上,分析了影响 ISO9001 认证绩效的因素,进而对企业 ISO9001 质量管理体系认证绩效进行了界定。 ⑵ 设计了一个较科学的、实用的能够系统评估企业实施 IS09001 质量管理体系认证的绩效评估指标体系。该指标体系包括效益指标和费用指标。根据指标的特点,将指标分为四种类型:易货币化的效益指标,不易货币化的效益指标,易核算的费用指标和不易核算的费用指标,由于影响指标变化的因素众多,因而,对这些指标的量化需剔除非质量管理体系认证因素的影响值,本文给出了生产函数因素分析法剔除非质量管理体系认证因素的影响值。 ⑶ 本文采用定量与定性指标相结合的手段进行绩效评估。先将易货币化的效益指标与易核算和不易核算的费用指标利用净现值法获得评价结果,然后将不易货币化的效益指标根据调查问卷结果利用模糊综合评价法获得评价结果,再将上述两种方法获得的结果综合,以全面评估企业实施 IS09001 认证的绩效。最后结合实例对企业实施 IS09001质量管理体系认证的绩效评估指标和方法进行了验证,获得了满意的绩效。 ⑷ 从咨询机构、认证机构和企业自身三个方面提出提高企业实施 IS09001 质量管理体系认证绩效的途径。
[Abstract]:ISO9001 quality management system is the most authoritative quality management system in the world. In the process of implementing ISO9001 quality management system certification, many enterprises realize that quality management system certification can not only improve the ability of enterprises to meet the requirements of laws and regulations. It also brings about a variety of performance. However, how to evaluate the performance and analyze the trend of the change of the overall performance is a problem worth discussing after the enterprise has passed the certification of ISO9001 system. At present, the research on this problem at home and abroad mainly has the following problems: 1: 1 has not formed a systematic performance evaluation index system / benefit evaluation and cost evaluation are divorced from each other, which is not in line with the business philosophy of the enterprise; (3) the lack of information collection method of performance evaluation only carries on the isolated appraisal to the single index, but does not make the comprehensive appraisal to the overall performance. 5. The performance change and the internal reason after the enterprise implements the IS09001 system certification is lack of research. Therefore, this paper has carried on the more systematic research to the enterprise implementation ISO9001 quality management system authentication performance appraisal, the main work is as follows: 1. On the basis of analyzing the different cognition of enterprise ISO9001 certification performance, this paper analyzes the factors that affect the ISO9001 certification performance, and then defines the enterprise ISO9001 quality management system certification performance. (2) designed a scientific and practical performance evaluation index system which can systematically evaluate the implementation of IS09001 quality management system certification in enterprises. The index system includes benefit index and cost index. According to the characteristics of the index, the index is divided into four types: the benefit index that is easy to monetize, the benefit index that is not easy to monetize, the cost index that is easy to calculate and the cost index that is not easy to calculate. It is necessary to eliminate the influence value of non-quality management system certification factor for the quantification of these indexes. This paper presents the influence value of production function factor analysis method to eliminate non-quality management system certification factor. In this paper, the quantitative and qualitative indicators are used to evaluate the performance. The evaluation results are obtained by using the net present value method (NPV) and the benefit index which is easy to monetize and the cost index which is easy to calculate and difficult to calculate, and then the evaluation result is obtained by fuzzy comprehensive evaluation method according to the results of the questionnaire survey. The results obtained by the above two methods are synthesized to evaluate the performance of IS09001 certification in a comprehensive way. Finally, the performance evaluation indexes and methods of implementing IS09001 quality management system certification are verified by an example, and the satisfactory performance is obtained. (4) the ways to improve the performance of IS09001 quality management system are put forward from three aspects: consulting organization, certification organization and enterprise itself.
