在沪外地户籍合同制护士的管理问题研究

【摘要】:本文研究对象是从在沪外地户籍合同制护士,随着上海各大医院规模不断扩大和医院医疗服务项目的增加,他们已经成为护理队伍中不可缺少的力量,但其工作生活面临着诸多困境:目前医院的管理者对于该群体重视度不够,该群体缺乏可遵照的转编、晋升机制,极少能够获得培训机会,其权益不能得到有效保障。外地来沪合同制护士在远离家人的情况下,处于种种困境中,身心更加处于疲惫的状态,工作也受到影响,这些都值得医院管理者和相关政策制定者的关注和思考。 面对这种状况,医院通过完善对于在沪外地籍合同制护士的政策体系,改善该群体的境况,既是必然趋势,也是现实需求;有利于调动该群体的积极性和工作热情,提高医疗服务水平和质量,是建设社会主义和谐社会的必然要求。本文相对于理论研究,更加偏于实践性,,将从护士心理压力源、待遇保障、迁移者适应性问题以及该群体在老龄和退休问题上所面临的困境等多个方面剖析该群体所经历的主要矛盾,并从双轨制、管理层利益博弈、成本控制等几方面做原因分析,最后,提出六项解决建议,分别为:完善医院管理制度、建立健全保障体系、研究出台相关政策、尽快制定相关法律、建立和谐心理契约、改善老龄护士处境、适度提升护理费用。随着护理事业的进一步发展,合同制护士将逐步成为主流,目前面临种种的问题终究要以某种方式得以解决,相信在社会各界和医疗界共同的努力下,医疗行业的同工同酬和外来人员的平等待遇仅是时间问题。 在结构上,本文主要分为六部分: 第一部分:导言,介绍研究背景、意义及论文综述等。 第二部分:发展现状。 第三部分:从待遇保障、心理压力等几个方面分析沪外地籍护士的困境。 第四部分:原因分析。 第五部分:解决路径探索。 第六部分:总结。
[Abstract]:The research object of this paper is from the resident contract nurses in Shanghai. With the continuous expansion of the scale of major hospitals in Shanghai and the increase of hospital medical service projects, they have become an indispensable force in the nursing team. But their working lives face many dilemmas: hospital administrators are not paying enough attention to the group, they lack a compliant job conversion, promotion mechanisms, and rarely have access to training opportunities. Their rights and interests could not be effectively safeguarded. The contract nurses who came to Shanghai from other places were in various difficulties while far away from their families. Their bodies and minds were even more exhausted, and their work was also affected. All these are worthy of the attention and consideration of hospital administrators and relevant policy makers. In the face of this situation, it is not only an inevitable trend but also a realistic demand for hospitals to improve the situation of the group by perfecting the policy system for contract nurses in Shanghai, which is conducive to arousing the enthusiasm and enthusiasm of the group. To improve the level and quality of medical service is the inevitable requirement of building a harmonious socialist society. Compared with the theoretical study, this paper is more practical and will be based on the source of psychological stress of nurses and the guarantee of treatment. This paper analyzes the main contradictions experienced by this group in many aspects, such as the adaptability of the migrants and the plight of the group in the problems of old age and retirement, and makes an analysis of the reasons from several aspects, such as two-track system, benefit game of management, cost control, etc. Finally, six suggestions are put forward, which are to perfect the hospital management system, to establish a sound security system, to study and issue relevant policies, to formulate relevant laws as soon as possible, to establish a harmonious psychological contract, and to improve the situation of elderly nurses. With the further development of nursing care, contract nurses will gradually become the mainstream. At present, all kinds of problems will eventually be solved in a certain way. I believe that with the joint efforts of all sectors of society and medical circles, Equal pay for equal work and equal treatment for expatriates in the medical profession is only a matter of time. In terms of structure, this paper is divided into six parts:. The first part: the introduction, introduces the research background, the significance and the paper summary and so on. The second part: the present situation of development. The third part analyzes the plight of Shanghai foreign nurses from the aspects of treatment security and psychological pressure. Part 4th: cause analysis. Part 5th: solution path Exploration. Part 6th: summary.
