供给侧结构性改革背景下近期建设规划研究——以重庆两江新区为例

【摘要】：近期建设规划作为指导实施层面的规划创新,在供给侧结构性改革背景下面临着新的使命和要求。首先就现有近期建设规划编制和实施进行反思,分析存在的问题,进而结合两江新区发展实际,从优化政府调控的角度提出编制基础设施近期建设规划,并从编制周期、编制内容、编制深度等角度探讨了方法和思路。最后,研究基础设施近期建设规划编制及实施的保障措施和制度性安排,推动从完善规划编制协调机制、完善规划实施监督机制、建立基础设施综合数据库三方面加以改进,以提升近期建设规划作为政府宏观调控重要手段的有效性、可操作性和可实施性。
[Abstract]:Under the background of supply-side structural reform, the short-term construction planning is facing new missions and requirements as a guide to planning innovation at the implementation level. First of all, it reflects on the preparation and implementation of the current short-term construction planning. By analyzing the existing problems and combining the development practice of Liangjiang New area, this paper puts forward the short-term construction plan of infrastructure from the angle of optimizing government regulation, and formulates the contents from the compilation cycle. Finally, the author studies the protection measures and institutional arrangements for the establishment and implementation of the infrastructure construction planning in the near future, and promotes the improvement of coordination mechanism from the perspective of compilation depth. Improve the supervision mechanism of planning implementation and establish comprehensive database of infrastructure to improve the effectiveness, maneuverability and implementability of short-term construction planning as an important means of government macro-control.
