基于层次可拓理论的工程项目造价管理绩效评价研究

【摘要】：随着社会的发展、房地产的越演越热、城镇化进程的不断深入以及国民经济水平的提高,CBD商务区、高层住宅、新(还)建社区等房屋建筑工程越来越多,要求也越来越高。在建筑工程质量得到保障的前提下,最重要的工作就是降低工程投资成本、提升工程投资收益,使收益最大化。加强造价管控,确保其合理性,成了项目管理的重中之重。在这种背景下,建立一种模型对造价管理工作效果实行评价很有必要。查阅很多文献可知,目前对造价管理研究的文献主要是涉及它模式和控制方法,针对单个项目造价管控工作效果实行评价的研究很少。因此,对这方面进行研究很有意义。本文在对造价方面文献查阅和进行专业实践的前提下,对绩效评价和可拓学相关理论进行了研究。按照项目开发的流程,梳理开发流程中每个阶段的造价管理工作及其成果,从中挑选出比较关键性的造价管理工作或造价成果作为评价指标,建成了 5个一级指标和31个二级指标指标体系,引入层次分析法和可拓学方法,构建出基于层次可拓方法的评价模型。最后,选取某公寓楼工程项目进行实例工程应用研究,得到该项目的造价管理绩效评价结果,验证了在这方面使用层次可拓方法的适用性。本研究旨在构建一种评价模型对造价管理工作效果进行评价,为业主单位同期和后期建设项目提供参考价值,加强造价管理工作,提高项目效益。
[Abstract]:With the development of the society, the real estate is becoming more and more hot, the urbanization process is deepening and the level of the national economy is improving. There are more and more housing construction projects such as CBD business district, high-rise residence, new (or) community construction and so on. The most important work is to reduce the project investment cost, enhance the project investment income, maximize the income and strengthen the cost control. To ensure its rationality has become the top priority of project management. In this context, it is necessary to establish a model to evaluate the effectiveness of cost management. At present, the literature on cost management is mainly concerned with its mode and control methods, and there is little research on evaluating the effect of cost control for a single project. It is very meaningful to do research on this aspect. On the premise of consulting the literature on cost and carrying out professional practice, this paper studies the relevant theories of performance evaluation and extension. According to the process of project development. Combing each stage of the development process of the cost management work and its results, select a more critical cost management work or cost results as an evaluation index. Five primary indexes and 31 second-level index systems are built, and the AHP and extension methods are introduced to construct the evaluation model based on the hierarchical extension method. Select an apartment building project to carry on the example engineering application research, obtain the project cost management performance evaluation result. The purpose of this study is to construct an evaluation model to evaluate the effect of cost management, and to provide reference value for the owners and units in the same period and later period of construction projects. Strengthen the work of cost management, improve the efficiency of the project.
