“收缩型规划”的致因及路径突围——基于利益相关方的理论分析

【摘要】:在市场力量主导和"土地财政"影响下,法定规划目标被屡屡突破,部分城市居住与商业建筑体量被大幅扩大,规划目标浮夸,难以指导下层次专项规划,"收缩"策略的诞生迫在眉睫。"收缩型规划"的基本目标是通过适当的规划管理与编制策略,对"浮夸型"的规划目标进行适当调整,使得规划结论及实施路径遵循城市发展的基本规律,回归规划的科学性。通过系统分析"收缩型规划"与"收缩城市"诞生的背景差异,探讨了"收缩型规划"与减量规划的差异,着重从地方政府与规划部门、土地开发企业、规划咨询单位、公众利益等相关方角度探讨了其成因与对策。
[Abstract]:Under the influence of market forces and "land finance", the statutory planning objectives are frequently broken through, some urban residential and commercial building volume has been greatly expanded, the planning objectives are pompous, and it is difficult to guide the level of special planning. The birth of "contraction" strategy is imminent. The basic goal of "shrinking planning" is to adjust the planning objectives of "grandeur" through proper planning management and compilation strategy. Make the planning conclusion and implementation path follow the basic law of urban development, return to the science of planning, through the systematic analysis of the "shrinking planning" and "shrinking city" birth background difference. This paper probes into the difference between "contractile planning" and "decrement planning", and probes into its causes and countermeasures from the angles of local government and planning department, land development enterprise, planning consulting unit, public interest and so on.
