基于公交可达性绩效的武汉市空间战略实施评估

【摘要】:走廊拓展作为应对大城市圈层蔓延的空间战略在规划中常被采用。以武汉为案例,通过构建目标分级传递的战略实施评估框架,以公交可达性为绩效指标,考察这一战略的实施状况及其对抑制城市蔓延增长的作用。具体方法是利用从公交IC卡获取的公交时耗数据,计算各交通小区的30min公交可达性值,以此分析武汉都市区可达性分布及相应的空间结构特征。比较发现武汉公交可达性呈现由内而外递减的趋势,即走廊地区的可达性总体低于主城区,而远郊新城又低于三环路沿线的近郊新城,说明武汉虽实现了走廊地区外延式的用地增长,但新城"反磁力"功能薄弱,对疏解主城区人口的作用尚较有限。究其原因,以快速路为支撑的外围开发和以轨道交通为支撑的主城区功能集聚,拉大了二者间可达性差距,使都市区圈层结构仍显著强于走廊结构。提高走廊地区公交可达性是促进空间结构模式转变的关键,武汉亟待建立以可达性为核心的空间战略评估体系,针对走廊TOD开发和可达性改善的制约因素,在都市区层面制定交通和用地协同的对策措施。
[Abstract]:Corridor expansion is often used in planning as a spatial strategy to deal with the sprawl of urban circles. Taking Wuhan as a case, the paper constructs a strategic implementation evaluation framework for target hierarchical transmission, and takes public transport accessibility as performance indicator. This paper reviews the implementation of this strategy and its effect on restraining the growth of urban sprawl. The specific method is to calculate the 30min bus reachability of each traffic district by using the bus time consumption data obtained from the IC card of the public transport. Based on the analysis of the distribution of reachability and the corresponding spatial structure in Wuhan metropolitan area, it is found that the reachability of Wuhan public transportation is decreasing from inside to outside, that is, the accessibility of corridor is lower than that of main urban area. However, the suburban New City is lower than the suburban New City along the third Ring Road, which shows that although Wuhan has realized the extension of land use growth in the corridor area, the function of the "reverse magnetic force" of the new town is weak, and its effect on the population of the main urban area is still relatively limited. The peripheral development supported by the expressway and the function agglomeration of the main urban area supported by the rail transit widen the accessibility gap between the two. Improving the accessibility of public transport in corridor area is the key to promote the transformation of spatial structure mode. Wuhan is in urgent need of establishing a space strategic evaluation system with accessibility as the core. Aiming at the restrictive factors of corridor TOD development and accessibility improvement, the countermeasures for coordination of traffic and land use in metropolitan area are formulated.
