大数据时代下招投标理论方法研究

【摘要】：随着工程招投标制度的逐步发展和完善,建设工程招投标已成为工程建设领域主流的交易方式,承包商的选择关系到工程建设的成败。招标和评标作为建设工程招投标中最为关键的两个环节,它们直接关系到招标人能否选出最优秀的承包商。传统的招标方法效率低下且招标质量难以保证,有待进一步完善。评标方法的选取对评标结果影响甚大,现有的评标方法大多不够科学、公正,这是评标中产生问题的根源。本文分析了当前我国招投标领域存在的问题,提出将大数据的思想引入招投标领域,用大数据技术改善我国建设工程招投标中招标和评标中存在的问题。大数据技术作为信息时代一项重要技术,具有十分强大的分析和处理大规模数据的能力,将其引入招投标领域必大有裨益。因此,针对我国建设工程招标中投标企业良莠不齐和招标效果不理想等问题,本文提出建立基于大数据的企业库,在此基础上提出建立基于企业库的公开招标和招标优选法,并给出了具体操作步骤,以优化当前的招标方法。此外,还建立了基于大数据的建设工程施工项目评标指标体系,系统归纳了32项影响评标的主要因素。并在前人研究基础上,提出将数据包络分析(DEA)与模糊理论相结合,综合它们各自的优点,建立DEA-模糊综合评价方法用于评标,以解决当前评标方法不科学、主观因素影响过大等问题。最后,本文还通过实例验证了应用DEA-模糊综合评价方法评标的可行性,为建设工程项目评标提供了一种更为可靠的评价方式。
[Abstract]:With the gradual development and improvement of engineering bidding system, bidding for construction projects has become the mainstream trading mode in the field of engineering construction. The selection of contractors is related to the success or failure of the construction. Bidding and bid evaluation are the two most important links in the bidding for construction projects. They are directly related to the tenderer's ability to select the best contractor. The traditional bidding methods are inefficient and difficult to guarantee, and need to be further improved. The selection of bid evaluation methods has a great impact on the evaluation results. Most of the existing bidding evaluation methods are not scientific and fair, which is the root of the problems in bid evaluation. This paper analyzes the problems existing in the field of bidding and bidding in our country, and proposes to introduce big data's thought into the field of bidding. Using big data technology to improve the problems existing in bidding and bid evaluation for construction projects in our country. As an important technology in the information age, big data technology has a very strong ability to analyze and process large-scale data. It will be beneficial to introduce it into the field of bidding. Therefore, in view of the problems of uneven good and bad bidding enterprises and unsatisfactory bidding effect in bidding for construction projects in our country, this paper puts forward the establishment of enterprise bank based on big data. On this basis, the paper puts forward the establishment of open bidding and bidding selection method based on enterprise bank, and gives the concrete operation steps to optimize the current bidding method. In addition, the evaluation index system of construction construction project based on big data is also established. In this paper, 32 main factors affecting bid evaluation are summarized systematically. On the basis of previous studies, it is proposed to combine data envelopment analysis (DEAA) with fuzzy theory, synthesize their respective advantages, and establish DEA-fuzzy comprehensive evaluation method for bid evaluation. In order to solve the problems of unscientific bid evaluation methods and excessive influence of subjective factors, the feasibility of applying DEA-fuzzy comprehensive evaluation method to bid evaluation is verified by an example in this paper. It provides a more reliable evaluation method for construction project bid evaluation.
