存量规划背景下城乡规划组织事权划分与改革

【摘要】：随着土地资源日趋紧张以及人口、环境、交通等一系列矛盾的凸显,我国长期以城市用地增量扩张推动城镇化的发展模式难以为继。"限制增量、盘活存量"成为当前城市土地供应的主要模式,城乡规划工作的重心也从编制规划"促增长"向维护规划"促优化"转移,在此过程中城乡规划组织面临重大挑战,需前瞻性地梳理城乡规划组织的事权关系,并在存量规划背景下探索改革方向。文章重点理清现状三级行政体制下行政组织与编制组织的职能,从简政放权的视角解构城乡规划组织事权,提出行政组织规划编制权、审批权、实施权及监督权划分的改革方向以及编制组织机构分化和事务分离的建议。
[Abstract]:With the increasing shortage of land resources and a series of contradictions such as population, environment, transportation and so on, the development model of urbanization promoted by the increment of urban land in China for a long time is difficult to continue. Revitalizing the stock of land has become the main mode of urban land supply, and the focus of urban and rural planning has shifted from "promoting growth" to "promoting optimization". In the process, urban and rural planning organizations are facing major challenges. It is necessary to sort out the relationship between urban and rural planning organizations and explore the direction of reform under the background of stock planning. This paper focuses on clarifying the functions of administrative organization and establishment organization under the three-level administrative system. In this paper, the author deconstructs the power of urban and rural planning organization from the angle of simplified administration and decentralization, and puts forward the reform direction of the division of administrative organization planning, approval, implementation and supervision, as well as the suggestion of the division of organization and organization and the separation of affairs.
